received Title I HOPE services during the last
school year.
3 Federal Law
- The McKinney-Vento Homeless Education Assistance
Improvements Act of 2001 guarantees homeless
students a free, appropriate public education.
4McKinney-Vento Requires Expedited Services
- Immediate identification
- Enrollment on CCF-705 as homeless according to
residency criteria - Referral to counselor
- Entry into SASI as homeless
- Special Education identification
- Pre-K enrollment
- Offer School of Origin, if applicable
- Nutrition
- Access to extra-curricular activities

6 - The McKinney-Vento Act defines children and youth
who lack a fixed, regular, and adequate nighttime
residence as homeless. - People living in multifamily situations
- People living in hotels or motels
- People living in shelters
- Children awaiting foster care
- People living in cars, parks, campgrounds,
or on the street
7Clues to determine a transitional living
situation
- Address verification letter
- Hotel or motel address
- Lack of documentation
- Lack of any address
8Economic hardship means homelessness IF
- there are limited financial resources and
family or youth has been forced to leave personal
residence and share housing due to the inability
to pay rent or other bills.
9A long-term cooperative living arrangement
- among families or
friends that is fixed, regular, and adequate
should NOT be considered a homeless situation,
even if the parties are living together to save
money.
10In other words
- Fixed Regular Adequate
- NOT
- HOMELESS
- Lacking any one of these three conditions would
make a child eligible for Title I HOPE services.

15Operation School Bell begins at the counter.
While at the counter, the Title I HOPE Operation
School Bell form will be completed both front and
back. Left foot tracing without shoe is also done
at this time. The intact form and foot tracing
stays at the school.

- If student withdraws, ask if the student would
like to stay in their school of origin. - If a student transfers from another CCSD school,
ask if the student would like to return to their
school of origin.
