What will ANSA-Africa Do?
  • Develop cross-country collaboration on social
    accountability and demand-side governance
    initiatives
  • Provide technical assistance to and across
    different African countries so the quality of
    social accountability initiatives is greatly
    enhanced
  • Provide financial support for the undertaking of
    social accountability initiatives
  • Deliver training programs on rigorous social
    accountability tools and techniques
  • Share country experiences and lessons from social
    accountability and demand-side governance
    initiatives regionally and globally

How will it operate?
  • Management Unit/Secretariat based in HSRC
  • Management Unit produces Operations Manual and
    Strategic Action Plan
  • Operations Manual and Action Plan endorsed by
    African-led Executive Committee
  • Technical Advisory Board drawn from across Africa
    and HSRC Advisory Group provide advice expertise
  • Implemented through partnerships with local
    institutions and networks across the region
  • Emphasis on providing support to Anglophone,
    Lusophone and Francophone countries

Immediate Activities(Management Unit)
  • Development of a Communications, Outreach and
    Networking Strategy for ANSA-Africa
  • Development of web-based knowledge management
    system
  • Hiring of personnel to staff the Management Unit
    (Project Manager, Project Administrator,
    Strategic Network Specialist)
  • Identification of members of Executive Committee
    and Technical Advisory Group
  • Formal launch of ANSA-Africa
  • Preparation of Operations Manual and Strategic
    Action Plan. The Operations Manual will, among
    other things, detail operational procedures to be
    followed by the Management Unit, provide general
    guidance on ANSA-Africa activities (including
    governance procedures) and set standards for
    provision of technical assistance. The Strategic
    Action Plan will guide ANSA-Africa activities
    beyond the start-up phase and
  • Host initial meetings of both the Executive
    Committee and Technical Advisory Group.

Deliverables Year One
  • Financial support leveraged against at least
    3 social accountability initiatives in the
    region. This may include provision of technical
    advice where necessary based on demand from
    Network members
  • Capacity building initiatives (workshops and
    skills building events) held in at least 4
    countries in the region. Such events may be
    either regionally or country-based
  • Research launched on at least 2 key areas within
    the social accountability theme
  • Viable resource mobilization plan in place with
    evidence of donor support to ANSA-Africa. The
    objective of the plan is to ensure sustainability
    of the ANSA-Africa once DGF funding and support
    ends
  • Preparation of an Annual Report for the
    ANSA-Africa at the close of the Grant Period.

What do we hope to achieve?
  • 1. A vibrant network of social
    accountability/demand-side governance
    practitioners.
  • 2. A sustainable ANSA-Africa, recognized
    across Africa as the lead agency/network in
    support of social accountability/demand-side
    initiatives on the continent.
  • 3. Increased capacity in Africa for undertaking
    social accountability and demand-side governance
    approaches, tools, and programs.
  • Overall
  • More responsive and efficient governance across
    Africa, with greater emphasis on inclusive
    service delivery and poverty reduction.
