Energy Performance of Buildings Directive (EPBD)
  • Nearly 50 per cent of the UK's energy consumption
    arises from the way in which our 25 million
    buildings are lit, heated and used.  Even
    comparatively minor changes in the way we use
    each building would have a significant effect in
    reducing energy consumption, and hence, carbon
    emissions.

Rolling out the EPBD
  • From 1st October 2008 hospitals will be required
    to erect Display Energy Certificates (DEC) for
    buildings greater than 1,000m2
  • The DEC will provide an Asset Rating an
    Operational Rating.
  • Asset Rating - means a numerical indicator of the
    amount of energy estimated to meet the different
    needs associated with a standardised use of a
    building.
  • Operational Rating - means a numeric indicator of
    the amount of energy consumed during the
    occupation of the building over a period of 12
    months.

Rolling out EPBD Cont..
  • Advisory reports will also accompany the DEC.
  • The reports will contain recommendations for
    improving the energy performance of the building
    and its energy usage.
  • A DEC is valid for 12 months and needs to be
    updated annually.
  • The Advisory Report is valid for 7 years.

  • Failure to Display DEC's
  • 500 penalty for failing to display a DEC at all
    times in a prominent place clearly visible to the
    public
  • 1,000 for failing to have possession of a valid
    advisory report. A maximum fine of 5,000 may be
    imposed dependent on the nature of the breach of
    regulations.

Site Waste Management Plan (SWMP) Regulations 2008
  • Introduced on 6th April 2008
  • Can be regulated by Local Authorities and
    Environment Agency
  • Basic SWMP required for projects between 300k -
    500k
  • Advanced SWMP required for projects over 500k

  • Applicable to the whole range of construction
    projects
  • - Buildings - Refurbishment
  • - Infrastructure - Maintenance Repair
  • - New-build - Demolition

Carbon Reduction Commitment (CRC)
  • Mandatory emissions trading scheme being
    introduced by the government.
  • Cover public sector organisations with annual
    half-hourly metered electricity use above 6,000
    mega watt hours.
  • Organisations will have to report their CO2 on an
    annual basis from all fixed point energy sources.
    This includes, electricity, gas and other fuel
    types such as LPG and diesel.

CRC Cont..
  • CRC will not require organisations to report on
    their transport issues.
  • As a cap and trade scheme, CRC will set carbon
    emission limits which if exceeded by an
    organisation will require it to buy carbon
    allowances. If emissions are lower than the cap,
    the unused allowances can be sold.
  • During the introductory three years allowances
    will be sold at a fixed price of 12/tCO2. After
    this allowances will be auctioned.
