Targeting Ultra Poor Program
  • SAFWCO has started a pilot project of Social
    Safety Net Project in Thatta district which is
    supported by CGAP, World Bank through Pakistan
    Poverty Alleviation Fund (PPAF).
  • The purpose of this pilot is to organize the
    ultra poor who are most deprived segment of our
    population, lacking even the most basic
    necessities.
  • SAFWCO program aims to assist the targeted
    population through economic support, a special
    investment program in the form of a grant of
    asset/capital in kind and stipends, skill
    development training, social services. After two
    years, the program intends to merge into the
    mainstream microfinance program.
  • The program has been start from October, 2007.
  • The Total Cost of the Program in PKR is 12,
    201,000.

Program Objectives
  • Life skill development and technical capacity
    building through training.
  • Improvement and strengthening of livelihood
    conditions of the ultra poor.
  • Improvement of economic conditions of the
    participants and aiding in asset building.
  • Inclusion into the mainstream development
    activities of the microfinance program or other
    poverty alleviation program.

Public Lottery Guidelines
  • Meeting with VDO/CO officials for setting date,
    time and venue of public lottery.
  • All the identified ultra poor be informed through
    VDO/CO.
  • The date, time and venue should be feasible for
    all the identified ultra poor.
  • The identified ultra poor him/her self must
    participate in public lottery.
  • Any relative, friend, landlord or influential
    person should not participated on the behalf of
    any ultra poor.
  • With the help of VDO/CO a local person should be
    select from community who writes the names of all
    identified ultra poor.
  • The names of ultra poor should be written on
    chits clearly and be shown to all available
    persons.
  • Explain clearly that the selected persons through
    lottery would be treated as target group. Explain
    them that all the selected ultra poor will be
    supported to start an enterprise at village
    level.
  • Write the names of all identified ultra poor and
    share with all participants loudly and get their
    signatures on list.

Public Lottery Guidelines (Continue.)
  • A list of selected ultra poor and target groups
    should be prepared on the spot and be
    computerized at office.
  • If possible, there should be an agreement between
    VDO/CO and selected ultra poor that the given
    support/amount will only be utilized for the
    selected enterprise and its further improvements
    (the Affidavit of Rs. 10 can be used).
  • The minimum or maximum amount Rs. 15,000 should
    not be shared with the selected or control group.
    We can share that the support is subject the
    demand of selected enterprise within the
    limitations of project.
  • It should be shared that VDO/CO or PO and other
    supporting organizations/institutions will
    frequently visit and check/monitor the purchased
    asset or business.
