BACKGROUD
  • Most SMS joining government not adequately
    inducted.
  • SMS lack exposure to service delivery challenges.
  • Other people went into government as specialists
    in particular areas eg education. There is a need
    for generalists.
  • The project is also intended to remove senior
    managers from the ivory towers to the reality on
    the ground.
  • The project rotates from department to department

Issues and challenges for consideration
  • Targeting SMS-it will also cover the middle
    managers.
  • Selection of the very SMS members must be
    communicated clearly
  • Target group What is the current plan in terms
    of roll-out.
  • Building capacity in the provinces
  • Cost containment consideration should be given to
    shedding the project for adoption by a donor.

  • It must also occur before departments go to
    strategic planning such that there will be
    budgeting for it should be aligned to the strat.

  • The recommendations made by the attendants

    improvement plans

    with a view of accelerating service delivery in
    the department

  • The intention is to create a pull of people who
    are experienced and knowledgeable
  • The approach is to say that the consultant
    syndrome must be gradually eroded.
  • It is a PROCESS to develop managers who know the
    issues first hand.

  • One of the challenges was getting the reports
    from the participants.
  • In that the project outcomes will be part and
    parcel of the SMS PA they will be forced to
    report but
  • On the other hand the participants must be from
    the very department
  • The intention is to have managers learning
    through Khaedu, increasingly the project will be
    mainstreamed
  • The people who must do this thing are line
    function managers.

  • It is a leadership building process hence the
    view that we must develop internal facilitators,
    as part of the mainstreaming process.
  • The other view is that capacity building be
    incorporated into the induction processes for SMS

    happy about the criteria and
