Title: Dream, Create, Design
1Dream, Create, Design Build
2Surf Coast Tourism
- Surf Coast Tourism is appointed by the Surf Coast
Shire Council as a Section 86 Committee of
Council, with delegated authority to, among other
things, promote tourism throughout the Shire and
to develop initiatives that will enhance the
Shire as a tourist destination
3In the beginning...
- 10 years ago the VIC started in the stairwell
- A dedicated centre was proposed in 1996 but
didnt move forward because a view was held that
if Winchelsea didnt have a VIC why should Lorne - The Winchelsea VIC will open later this year in
the old Library.
41998
- In 1998 the Lorne Coastal Action Plan identified
a site in Mountjoy Parade, next to Erskine House
as the planned permanent site for the Lorne
Visitor Information Centre
5The concept envisaged
- Continuation of the large number of visitors to
the Centre - Commercial interaction with the swimming pool
complex - Access for cars and long vehicles
- Facilities for the Lorne Historical Society
- Good functional design that recognises the
character of the location - Exploitation of commercial opportunities
6Reconsidering the proposed location for a new
centre
- The increasing number of visitors to the centre
- The proposed access to the car park is more
constrained - Concern exists about capacity, grades and
potential traffic conflict at the proposed site
- The demand for parking in Lorne has grown
significantly - The VIC should not compete with existing
businesses in Lorne. - The ideal location for a VIC is on the left side
of the highway as one approaches the town from a
capital city.
7Program Proposal
- 1. an initial investigation to determine project
parameters - 2. develop the Concept and obtain necessary
approvals - 3. implement on a design-and-construct basis
8You Dont Build It For Yourself. You Work Out
What People Want You Build It For Them
9Key Objectives
- To provide permanent accommodation for the Lorne
visitor information centre and other uses as
necessary - accommodation shall be commensurate
with visitation experience and expectations for
future growth for a planning horizon of ten years - To provide a gateway experience for visitors
arriving in Lorne and do so within environmental,
stakeholder and budgetary constraints.
102001
- Following a tender process, Surf Coast Tourism
appointed Connell Wagner and Gregory Burgess
Architects to research and develop a concept
design for the new Lorne VIC
11The Site Selection
- Four sites were investigated
- Comment on these four locations was sought from
the community relevant stakeholder groups prior
to the selection of a preferred location.
- 1 . Bakers Beach
- 2. Lorne Foreshore Office
- 3. Top Bank Site
- 4. Site on Mountjoy Pde. as identified in the
Lorne Coastal Action Plan.
