Environmental Protection Act 1990Section 45
Collection of Controlled Waste
  • It shall be the duty of each Waste Collection
    Authority -
  • if requested by the occupier of premises in its
    area to collect any commercial waste from the
    premises, to arrange for the collection of the
    waste
  • if requested by the occupier of premises in its
    area to collect industrial waste, the WCA may
    collect this waste with the approval of the WDA
  • Waste other than Household a reasonable charge
    (for collection disposal) shall be made unless
    it inappropriate to do so (commercial waste only)

Provision of of sites for the deposit of
household waste
  • It shall be a duty of each waste disposal
    authority to arrange-
  • For places to be provided at which persons
    resident in its area may deposit their household
    waste
  • These places may be made available for the
    deposit of household or other controlled waste on
    such terms of payment (if any) as the authority
    determines.

  • Local authorities have been asked to do more on
    business waste by
  • collecting goods for recycling at civic amenity
    sites, or at the kerbside, for small business and
    other commercial customers, at a reasonable
    charge
  • meeting new government targets for recycling of
    the business waste that they collect or
  • using charging structures to increase business
    waste recycling.
  • Changes could be accompanied by new obligations
    on businesses to use recycling services.

Waste Acceptance Requirements
  • Landfill (England Wales) Regulations 2002 (as
    amended). The Regulations require
  • 10. - (1) The operator of a landfill shall ensure
    that the landfill is only used for landfilling
    waste which is subject to prior treatment unless
    inert
  • Regulation 2 defines treatment as physical,
    thermal, chemical or biological processes
    (including sorting) that change the
    characteristics of waste in order to reduce its
    volume or hazardous nature, facilitate its
    handling or enhance recovery

    Allowances are used
  • If the BW was biodegradable (paper, cardboard
    catering waste) there is a positive effect on the
    mass balance calculation

Business kerbside waste recycling in Bexley
  • Business waste collections followed soon after
    household.
  • Paper cardboard waste collection started from
    1996. Commercial paper now collected in 120l,
    240l 1100l wheeled bins.
  • Glass took over half of the Berrymans
    commercial glass collections when scheme stopped
    in early 2005
  • Plastics cans slower take off
  • New for 2007, food waste from restaurants.
