BROWNFIELD ASSESSMENT GRANTS

San Germán is the oldest municipality in
existence in the Island. It is home to the
Interamerican University of Puerto Rico which
adds a floating population of approximately 6,000
students to its 37,105 residents. Its urban area
has been designated as a historical district by
the Puerto Rican Institute of Culture. Several of
our buildings are listed in the US National
Register of Historical Buildings.

7- In 2007 EPA granted two assessments grants for
petroleum and hazardous substances. - These grants will
- Enhance tourism activities in the historical
district. - Create direct and indirect jobs for our local
artists. - Create jobs.
- Assist the Municipality to host the basketball
games - scheduled during the 2010 Center American
and - Caribbean Games.
- Reduce potential threat to human health and the
- environment.
- Increase land space for housing, commercial,
- recreational and industrial development.
8- Site Selection Process
- Selection will be based upon several priority
criteria, including - Meeting criteria as set forth in the
brownfields statutes. - Priorities of the municipality Territorial
Ordainment Plan. - Availability to obtain access to the property.
- Physical condition of the property.
- Historical and social impacts in the community.
- If the property is privately owned, the
Municipality will obtain - the necessary access to the property by
establishing a - cooperative approach with the owners.

preliminary inventory contains two properties of
important historical value.

These are three of the seven gas stations that
have been identified and are located in the
historical district.

These are two printing shop in the historical
area. There are more that will be identified.

- CLOSED INDUSTRIAL BUILDINGS
Industrial buildings which were used to
manufacture electronic components and
pharmaceuticals.
13Abandoned and destroyed buildings This
preliminary inventory contains two properties of
important historical value.
14- HISTORICAL ABANDONED PROPERTY
The Casa del Componte was used by the Spanish
government in the island to torture and kill
those individuals it thought were conspiring
against the Spanish crown. Human remains have
been found at the bottom of a well located in the
backyard. The building was later used as the
residence of a physician who ran his medical
practice in the first floor of the building, but
also had a make-shift laboratory and an
out-patient surgical practice up until the early
50s. Except for the front brick wall, the
building is now gone -- victim of neglect,
vandalism, and hurricanes. Once this property is
assessed, the Municipality intends to reconstruct
it according to its still existing original
construction plans and convert it into a Civil
Rights Museum and a tutorial center for children.
15Hospital de la Concepción, a 500- year hospital,
which was the first and major hospital in Puerto
Rico. Relocated approximately one year ago, the
old structures are owned by the Catholic Church.
We have contacted the Bishop and will meet with
him to discuss the Brownfield Program and to
negotiate a collaborative agreement.
