This JTE Primer covers both Joint Test (JT) and
Quick Reaction Test (QRT) nominations What must
my nomination address in order to qualify? What
elements should my nomination cover, and to what
level of detail should it be written? What are
the JTE nomination processes for JTs and QRTs?

What must a nomination address in order to
qualify?
  • A nomination must satisfy at least one of the
    following
  • Assess Service interoperability in joint
    operations and explore potential solutions to
    identified problems.
  • Evaluate joint technical and operational
    concepts, and recommend improvements.
  • Increase joint mission capability, using
    quantitative data for analysis.
  • Validate operational testing methodologies that
    have joint applications.
  • Improve modeling and simulation validity with
    field exercise data.
  • Improve joint tactics, techniques, and procedures
    (TTP).
  • Provide feedback to the acquisition and joint
    operations communities.

Title
  • The title or cover page (one page) must include
  • The project name with its acronym or abbreviation
  • For example, the acronym for a recent JT (Joint
    Fires Coordination Measures) was JFCM.
  • The sponsoring resource organization or agency
    and operational endorser(s)
  • More details on JT and QRT resource sponsorship
    and operational endorsers will be provided in
    section 8.
  • The POC and/or briefer, POC and/or briefers
    organization, e-mail address, and telephone number

Problem Statement
  • The nominations problem statement (max. of
    one paragraph) should be
  • A one- or two-sentence statement that tells
    exactly what problem the JT proposes to solve
  • Example The Joint Force Commanders ability to
    engage aircraft is significantly degraded by the
    Advanced Electronic Attack threat. Joint
    tactics, techniques, and procedures do not exist
    for airborne fighters to use cooperative
    targeting, tactics, and off-board sensor data to
    counter the Advanced Electronic Attack
    environment.
  • A strong problem statement will be inclusive, yet
    focused, and will clearly scope the effort
    proposed while avoiding the tendency to be too
    vague.

Problem Background and Explanation
  • The background section (four pages or less) must
  • Include the nature and origin of the problem
    (include examples of missions and scenarios that
    demonstrate the need).
  • Specifically address what cannot be done now or
    what inhibits the user from accomplishing the
    mission. Identify the extent and impact of the
    problem.
  • Specify for whom this is a problem. Where
    appropriate, identify the combatant command
    (COCOM) Integrated Priority List (IPL) reference.
  • Address who says that this is a problem
    (General/Flag Officer GO/FO statement, lessons
    learned, and so forth).
  • Discuss why this is a joint problem. (Reference
    the applicable Universal Joint Task List UJTL
    tasks, published doctrine, and/or TTP.)

Scope and Limitations
  • The scope and limitations section(one page or
    less) must
  • Define the scope and any expected test
    limitations.
  • Indicate if the project will solve the total
    problem or a subset of the problem.
  • Define how much of the problem will be addressed.
  • Indicate to what level of detail.

Purpose of Proposed Test
  • The purpose section (three pages or less) of the
    nomination will
  • Explicitly state the purpose(s) of the proposed
    test.
  • Explain the expected results and products if this
    effort becomes a JT or a QRT.
  • Identify expected benefit to the joint warfighter
    customer.
  • What is the improved operational capability and
    who would benefit?

Related Efforts
  • The related efforts section (two pages or less)
    must address
  • What other organizations are doing with related
    efforts.
  • Include any relevance to, and synergy with, other
    JTs. If none, so state.
  • How the proposed JT is not duplicative of any
    other efforts.
  • Others may be looking at the same, or similar,
    problem as a separate effort, but their focus may
    be on a technical hardware solution.

Study Logistics
  • The study logistics section (one page) must
    include
  • The proposed Joint Feasibility Study (JFS) or QRT
    directors name and contact information.
  • Where the JFS or QRT would be located and the
    expected location of the JT.
  • What resources you anticipate are required to
    execute a JFS or QRT (whichever is appropriate
    for your JFS or QRT nomination).
  • Include a cost estimate that covers items such as
    travel, supplies, and so forth.

Sponsorship and Endorsement
  • The resource sponsor section must include
  • A copy of the resource sponsors letter signed by
    a GO/FO.
  • The upfront resource investments to the
    organization or agency proposing the effort.
  • A full-time joint test director (JTD O-6) or
    JFS Director (JFD O-6), or a QRT Director
    (O-5/6), must be identified.
  • A commitment from the resource sponsoring
    organization or agency to provide facilities,
    resources, and administrative support.
  • For a JFS or JT The finance and contract
    support, consisting of Contracting Officer
    Technical Representative (COTR) duties, managing
    JFS resources, and developing the consolidated
    resource estimate (CRE) to support the project
    master plan (PMP). The COTR can be military or
    government civilian and should be full-time or,
    if part-time, readily available as required.

  • The operational endorser section must include
  • a. A copy of an operational endorsement letter
    signed by a GO/FO.
  • - An operational endorsement commits an
    organization to provide
  • the necessary subject matter expertise
    support.
  • - An operational endorsement also indicates a
    willingness to
  • support the operations of a
    subsequently-chartered JT.

NOTE If not anticipated and pre-coordinated,
sponsorship and endorsement issues could end
further progress of the nomination.

Nice to haves, but not necessaryin the written
nomination
  • The following items are beneficial for both a JT
    and QRT nomination, but especially for a QRT.
    However, these items are not required in the
    written nomination
  • Explanation of a preliminary test concept
  • Use a diagram to show an operational scenario
  • Can include an operational view or systems view,
    or a combination of these views
  • Identification of a possible test approach (for
    example, a baseline versus an enhanced set of
    TTP)
  • Schedule of possible tests or exercises
  • Identification of possible venues
  • Use of modeling and simulation (mix of live,
    virtual, constructive)?
  • Details on the scope
  • Relate to problem statement and explanation
  • Indicate any limitations (for example, if any
    specific platforms with limited availability are
    needed).
