    relevant

  • after the change of system in 1989 youth
    organizations couldnt get appropriate effect on
    youngsters
  • system of youth organizations were dissolved, no
    real successor
  • now there is no cooperation among the scattered
    youth organizations (except university-bound
    student org.s)

    there is an increasing number of inactive people
    fromlow-education
  • they seem to be excluded from the labour market

  • Proposals for a new Bill of Youth ( since 2005)
  • Minister promised enactment by the end of 2008 (
    pressure of civil organizations)
