Resolutions
  • 2010 RPHC No effort should be spared in ensuring
    that a census is undertaken and that data are
    disseminated in a timely manner
  • Fragile states All countries experiencing
    conflict and emerging out of conflict should be
    supported to conduct or actively prepare for
    their censuses in the 2010 Round of Population
    and Housing Censuses and pick lessons from others
  • Angola should specifically be actively supported
    with achieving concrete steps towards conducting
    her census as well as with statistical
    institutional reforms in line with the Reference
    Regional Strategic Framework for Statistical
    Capacity Building in Africa, National Strategies
    for the Development of Statistics (NSDS) and the
    African Charter on Statistics
  • Lesotho and Nigeria should be encouraged and to
    release their census results without delay in
    compliance with the GDDS, SDDS and the
    Fundamental Principles for Official Statistics
  • Language development African statisticians
    should strive to be multilingual consistent with
    the official languages adopted by the AUC and ECA
  • Africa Young Statisticians Develop a research
    agenda that takes cognizance of intense census
    data analysis and enables them to fully
    participate in future ASSD sessions
  • Gender statistics To improve census data
    analysis including gender-based analysis

    Processing, to be launched officially at the 5th
    ASSD in Dakar, Senegal

    the state of the countries plans for conducting

    mainstreaming statistics in national development,
    budget processes, autonomy of statistical offices
    and independence of statistical operations

    mechanisms for countries emerging out of conflict

  • ADB could not attend due to visa problems
  • Met with major technical and financial partners,
    including all UN Agencies
  • Met with NSS key government ministries,
    universities and the governor of the central bank

  • PARIS21 to undertake the first mission for the
    first step of NSDS Design
  • The Angola government was asked to decide on the
    census date
  • The date has been decided on 2011
  • The team was asked to explore the possibility of
    opening training centre in existing for countries
  • UNFPA and Mozambique have already started with
    the process
  • Angola government to mobilise resources for
    census
  • 80 of the 100 million has been set aside

  • Issues discussed
  • Mission team consisting of PARIS21, ADB, World
    Bank visited DRC in April 2009
  • The team decided on 2011 as the census date
  • The finalisation of the NSDS Design
  • The creation of a donor-support group and
    statistical development
  • Mobilisation of technical and financial partners
  • Decree for census was advocated for and has been
    signed

Fragile states
  • Meeting convened by Chair of the ASSD in Kigali,
    Rwanda, in May 2009
  • Countries presented include Somalia, Sudan,
    Mozambique, RSA, Rwanda as well as Cambodia and
    Afghanistan
  • To attempt to define an in/out conflict state in
    the context of statistical development
  • To look at census as a peace-building initiative

  • To address challenges facing countries in the use
    of ICT in census-taking
  • The theme of the 5th ASSD
  • 2 Pre-ASSD Workshops took place in RSA to discuss
    ICT issues
  • A 3rd Workshop took place from 17 to 18 November
    2009 to further discuss and deliberate on ICT
    matters
  • There is a need to put concrete steps to support
    countries on ICT in census-taking

    statistics in October 2009

    engendering statistical processes (Lusaka,
