The process of creating the ERA was adopted in

Three main weaknesses identified
- Insufficient funding
- Lack of environment to stimulate research and

- Follow-up of ECSC regime(expired on 23 July
2002) - Reserves are used for RFCS (grants paid from the
interests) - Budget for coal approx. 14 M per year
- Dedicated only to coal and steel related research
- Relatively simple application procedure
