The process of creating the ERA was adopted in
January 2000
Three main weaknesses identified

• Insufficient funding
• Lack of environment to stimulate research and
  exploit research results
• Fragmented nature of activities and dispersal of
  resources

Summary

• Follow-up of ECSC regime(expired on 23 July
  2002)
• Reserves are used for RFCS (grants paid from the
  interests)
• Budget for coal approx. 14 M per year
• Dedicated only to coal and steel related research
• Relatively simple application procedure
