estion Why cant I drop my health insurance
coverage for me and or my family at any time I
want to?   Answer You may change your health
insurance coverage (except deductibles) during
the enrollment period prior to September 1
without a qualifying event. After September,
because the premiums are taken out pre-tax under
the IRS Code Section 125 (Cafeteria Plan), there
must be a qualifying event to make any changes.
Documentation for the qualifying event, from the
proper authority, must be given to the Employee
Benefits Department and the change form completed
before a change can take place. The IRS and not
the school district dictates the qualifying event
rules.   Qualifying Event 1.                  
Marriage, divorce, or legal separation of the
employee 2.                   Death of a spouse
or dependent 3.                   Birth, adoption
of legal separation of a child 4.                 
  Commencement or termination of the employees
or spouses employment 5.                  
Change of employment status of the employee or
spouse, i.e. full-time to part-time or part-time
to full-time 6.                   Unpaid leave of
absence taken by the employee or spouse.   This
list reflects the events specified by the IRS in
the proposed regulations, but is not
all-inclusive.

Current Rate Structure

Changes in Benefits for 2004-05
  • District will contribute additional 20 per
    employee per month (538,030)
  • Employees will contribute additional 10 per
    month (120 annually)
  • First increase since 2000-01
  • LCISD has absorbed ALL costs for past 3 years
  • Change to prescription drug co-pay will range
    between 5-10 (5/18/30 to 10/25/40)
  • No increase to office visits
  • No change to dental plan

Changes in Benefits for 2004-05
  • LCISD employees have worked to keep insurance
    costs down
  • 10 increase in claims projected for 2004-05 in a
    14 medical inflation market
  • Overall fixed cost increase is less than 5
  • No increase in administration fees (except for
    growth)/Remainder due to increase in stop loss
    administration
