A European Academic Centrefor Vaccine Research
  • Recommendation Foundation of a European Academic
    Centre for Vaccine research and vaccine
    development including vaccines for exotic
    diseases as well as in improvement of control of
    endemic diseases. European Technology Platform
    for Global Animal Health - Vision 2015 refers to
    the limited progression in vaccines (p.23).
  • Objective The purpose of the centre is to create
    a basis for the development (and production) of
    new and better vaccines in the future.
  • Specification
  • - To reach the long term perspective
    Design of effective and cost-efficient vaccines
    and research in next
  • generation vaccines we need a closer
    determination of subjects and areas of generic
    nature (e.g.innate
  • immunity, T cell immunity,
    DNA-vaccines, bioinformatics, antigen delivery ).

    This initiative could contribute at
    strengthening the scientific foundation of the
    Community animal health policy (ACTION PLAN for
    the implementation of the EU Animal Health
    Strategy, COM (2008) 545 final, p. 5).

Animal health surveillance infrastructure
  • Recommendation Establishment of a risk based and
    targeted health surveillance infrastructure at
    European level.
  • Objective The purpose is to create a cost
    effective and data based animal health
    surveillance, which gives access to a more
    objective and comparable information concerning
    the occurrence and dissemination of animal
    infectious diseases.
  • Specification
  • - Access to accurate data from Europe as well as
    outside Europe.
  • - A tool which can support the industry and the
    authorities in their decision-making process.
  • - Secure that resources are focused on areas
    with high problem-probability.
  • - The research dimension of the infrastructures
    should be connected to construction of a formal
    education and research training activity for
    young researchers.
  • - This data-infrastructure can contribute to an
    updated picture of threat as regards animal
    diseases, useful for example as information in
    relation to the public media.
  • - This surveillance mechanism could also be a
    suitable tool in relation to new and
    unpredictable disease related to climate changes
    (ACTION PLAN for the implementation of the EU
    Animal Health Strategy, COM (2008) 545 final, p.
    3),
  • European added value Relevant end users at
    European level could be European Centre for
    Disease Prevention and Control and European Food
    Safety Authority (A new Animal Health Strategy
    for the European Union (2007-2013) where
    Prevention is better than cure, p. 23).

Endemic diseases(Welfare minimizing diseases)
  • Recommendation A European scrutiny of animal
    welfare threatening diseases in production animal
    related to endemic infectious diseases.
  • Objective Secure animal health and welfare.
  • Specification
  • - Surveillance of endemic diseases could help
    optimizing the use of medicine, including
    antibiotics and by that also diminish the threat
    of transfer of resistance from animal to people
    (public health).
  • - Endemic diseases require a multi-disciplinary
    approach including understanding of immunity
    development, pathogenesis and epidemiology of
    endemic diseases, and in addition also
    involvement of research areas like economy,
    animal ethics, and sociology.
  • - A common European animal welfare and health
    concept which include hard and soft, positive and
    negative dimensions (A new Animal Health
    Strategy for the European Union (2007-2013) where
    Prevention is better than cure, p. 9).
  • European added value This clarification could be
    a useful tool in future EU regulation and in
    preparation of different kinds of explicit
    standards and codes to the benefits of farmers
    and consumers.
