3
Purpose
  • Informational Briefing
  • Brief the CIO Council on EMC estimates for NOAA
    LDAP costs

4
Issue(s)
  • As part of email consolidation, DOC intends to
    create a central directory service
  • scope not decided
  • Used for DOC Enterprise applications only, not
replacing agency directories for anything except
    collaboration, or
  • Used for Agency-specific applications, replacing
    agency directories

5
Issue(s)
  • NOAA CIO Council has requested information on
NOAAs costs for running directory services
  • In the future the CIO Council may decide that
NOAA needs to continue running its LDAP Directory

6
Background Discussion
  • Directory used for more than email and calendar
  • Integration with business processes
  • New employee account provisioning (NOAA Staff
    Directory in works)
  • IT Security Awareness Course
  • Used by websites and applications for user
    authentication
  • VPN
  • NOAA Executive Intranet

7
Background Discussion
  • Assumptions
  • Based on Current
  • Infrastructure
  • Hardware
  • Software
  • Configuration
  • Level of Service
  • Cost Estimates follow

8
Background DiscussionSoftware and Hardware
Costs
  • Software 4,075.20
  • License and Support for 20,000 users
  • Based on current costs
  • Hardware Support 15,289.24
  • Based on hardware in current infrastructure
  • Hardware Refresh 76,860.00
  • Cost per year averaged over three year period
  • Based on one-to-one replacement cost of hardware
    in current infrastructure

9
Background DiscussionSoftware and Hardware
Costs
  • Hardware refresh for twelve field directories
    12,115.20
  • based on use of Sun V120 replacement (typical
    server in field)
  • cost per year averaged over three year period
  • Total Hardware and Software 108,339.64

10
Background DiscussionPersonnel Costs
  • Assumptions
  • Used Federal Employees (FTEs)
  • Step 5 for each grade
  • Add 25 overhead on top of pay for benefits

11
Background DiscussionPersonnel Costs
  • Support the Infrastructure
  • Includes support for servers, software,
    configuration, maintenance and programming of
    interface
  • 2 FTEs
  • 1 GS-14 132,913.75
  • DC Area
  • 1 GS-12 95,730.00
  • Outside DC Area
  • Used Boulder Pay Scale
  • Total infrastructure 228,643.75

  • Reduce or eliminate field directories
  • Pros
  • Reduce hardware costs
  • Reduce hardware support costs
  • Personnel redirected to other projects

15
Alternatives
  • Reduce or eliminate field directories (continued)
  • Cons
  • Directory Accessibility
  • Smaller infrastructure
