  • Anti social behaviour has become a focal point
    with both National Government and the Scottish
    Parliament

What is anti social behaviour?
  • Anti-social behaviour has a wide legal definition
  • it is behaviour which causes or is likely to
    cause harassment, alarm or distress to one or
    more people who are not in the same household as
    the perpetrator.
  • Among the forms it can take are
  • graffiti which can on its own make even the
    tidiest urban spaces look squalid
  • abusive and intimidating language, often
    directed at minorities

  • drunken behaviour in the streets, and the mess it
    creates
  • dealing drugs, with all the problems to which it
    gives rise.

ASBOs
  • Introduced by the Home Office in 1999, Asbos
    (anti social behaviour orders are used to tackle
    unruly behaviour - from violent youths to bad
    neighbours and graffiti.
  • Over the last four years, nearly 2,500 Asbos have
    been issued.

ASBA
  • The Anti-Social Behaviour Act 2003 (ASBA) created
    a range of powers which the government says are
    necessary to help councils and police crack down
    on anti social behaviour across the board
  • One of the new powers is the dispersal zone.

Dispersal Zones
  • Under-16s can be forcibly returned to their
    homes by the police if they are on the streets
    after nine at night and unaccompanied by an
    adult.
  • Police can also order people in a dispersal zone
    to leave the area and not return for 24 hours.

Human Rights Violation?
  • Some people think that teenagers are being
    discriminated against and their rights are
    violated
  • The argument is why should both the innocent and
    guilty be treated the same
