2Board of Governors
- The Board of Governors is the highest independent
governing body of CAP. It has - 4 members representing CAP
- 4 members representing USAF
- 3 members representing government or corporate
organizations

4National Board
- Names of the National Executive Committee can be
found on NHQ CAP website - The National Executive Committee consists of all
members of the National Board except Wing
Commanders.
5Regions
The US is divided geographically in to 8 regions.
6Wings
CAP has 52 wings, one for each state, Puerto Rick
and Washington D.C. A wing is comprised of the
Wing Headquarters and all Units within its
geographical boundaries.
7Groups and Squadrons
Groups are formed when the wing is too large to
permit the wing commander to exercise effective
supervision over squadrons and flights. A group
must have a minimum of five squadrons beneath it,
except for extenuating circumstances, such as
long distances. The squadron is the
community-level organization of CAP. A squadron
is formed when a unit has at least 15 members
with a minimum of 3 senior members.

- composed entirely of seniors

- composed primarily of cadets
- with a minimum of 3 senior members for
supervisory, administrative, and training

11Flights
- smallest CAP membership unit authorized
- must contain a minimum of 8 members
- with a minimum of 3 senior members

- Commander--Establishes plans, policies and
procedures (which are not in conflict with the
directives of higher headquarters) to fulfill the
CAP mission. - Deputy Commander--Has the authority of the
commander in his/her absence.

21Squadron Staff Positions and Duties
- Operations Officer-- Manages and directs all
operations activities. - Aerospace Education Officer--Implements the
aerospace education program for seniors and
cadets. This includes activities within the
squadron and to the general public.

- Professional Development Officer--Plans and
monitors senior member training to ensure
progression and completion of awards. - Logistics Officer--Manages CAP supply and
maintains equipment inventory.

- Administration Officer--Manages squadron file
system maintains all regulations, manuals and
pamphlets and prepares and processes all
correspondence.
24Squadron Staff Positions and Duties
- Public Relations Officer--Advises and assists on
media relations, internal information and
community relations. Plans, develops and
implements releasing information to news media,
marketing CAP, fund raising, and newsletter
publication.
25Squadron Staff Positions and Duties
- Finance Officer--Responsible for the overall
management of the unit funds to include payment
of accounts, preparation of all financial
reports, and the maintenance of all bank accounts
and financial records.

- Personnel Officer--Maintains current listing of
all duty assignments, assists new members in
filling out applications, and submits requests
for promotions, awards, certificates, and ribbons.
27Squadron Staff Positions and Duties
- Chaplain--advises commander and his/her staff on
moral leadership and the well-being of personnel.
The chaplain conducts moral leadership for
cadets, pastoral care of senior and cadet
members, and participates in ES missions.
28Squadron Staff Positions and Duties
- CAPRAPUSAF Reservist to advise and assist unit
commander and staff. Also assists State Director
in SAREX evaluations, S-3 inventory. CAPRAP
limitations - Command or be commanded by CAP personnel (except
drill for training only) - Hold CAP command or any other CAP staff position
- Be a CAP member (except Patron)
- Perform CAP aircrew duties
- Raise funds in a way the public may misinterpret
as the Air Force raising the funds - Teach CPPT (because of insurance purposes)
- Often limited in CAP knowledge and skills
