Foreign Affairs Canada (FAC) and International
Trade Canada (ITCan)

What is it?
  • A personalized web portal that will allow
    foreign students to access self-serve information
    and services related to studying in Canada
    through the Canada International Gateway
    (www.canadainternational.gc.ca) and on Canadian
    embassy and mission websites.
  • It will bring programs from FAC and ITCan, HRSDC,
    CIC, CIDA, Statscan and partners together within
    a single window.
  • It will promote collaboration of federal,
    provincial, non-governmental stakeholders and
    institutions with a view to developing a common
    approach to interacting with foreign students.
  • It will integrate functions such as applications
    to institutions, fee/tuition payment and study
    permits.

Why?
  • Funded by Treasury Board as a Catalytic Project
    of the International Services Vision
  • LLS is to demonstrate seamless integration of
    services across channels, departments and
    jurisdictions.
  • Brand Canada as modern and welcoming.
  • Need to simplify and speed up the process of
    students applying to come to Canada.
  • Align messages internationally through embassies
    abroad, websites and media.
  • Create greater efficiencies across program areas
    to align strategic objectives shared between
    governments

The Vision - What it will do?
LLS aims to provide foreign students with
  • A personalized interaction by which they
    can
  • Explore studying in Canada (Phase 1)
  • Prepare to Study in Canada (Phase 1)
  • Apply to Canadian schools (Phase 2)
  • Apply for a Study Permit (Phase 2)
  • Monitor their transaction process (Phases 1
    2)
  • Once in Canada, foreign students can continue to
    use LLS to
  • Renew their Study Permit
  • Explore living in Canada (e.g. obtaining a
    drivers license), working in Canada and applying
    for permanent residence
  • Prepare for their return home

What will it not do?
  • It will not replace other sites but will provide
    access to authoritative information and service
    though a web-based portal housed in
    www.canadainternational.gc.ca.
  • It will not tell schools how to market themselves
    or process students but will give them an equal
    presence abroad
  • It will not alter the study permit process, but
    will improve efficiency and service
  • It is not designed to generate frivolous
    applications but will help create better
    applications and more efficient processing.

Next Steps Phase 2
  • LLS rolls out with consultations and testing at
    each phase
  • Spring Summer 2005 Establish communications
    schedule, consult with partners on new content
    and further concept and complete 2nd Treasury
    Board Submission.
  • Autumn 2005 Implement 2nd round of pilots,
    roll-out LLS on mission sites, and build and
    test web services with partners.
  • Winter 2006 Evaluation, confirm role of
    partners and preparation for sustainability.
