Drivers, Challenges, and Project Benefits
  • Regulatory Drivers
  • European Water Framework Directive (WFD)
  • European Pollutant Release Transfer Register
    (EPRTR)
  • Oslo-Paris Commission for the Protection of the
    Marine Environment
  • Challenges
  • Facilities required to monitor effluent report
emissions of specific EPRTR WFD substances
limited data for effluent characterization to
    date
  • Standardization of sampling practices, analytical
    test methods, and reporting parameters
  • Notify and educate the refinery network on
    effluent quality requirements
  • No consistent set of effluent quality data across
    refinery network
  • PERF Project Benefits
  • Opportunity for refineries to benefit from
    industry-sponsored program
  • Use of reliable, consistent, analytical methods
  • Data set for benchmarking and prioritization of
    effluent quality
  • Leverage petroleum refining industry research
  • Identify substances of regulatory concern that
are not present in refinery effluents to provide
basis to preclude future routine monitoring
  • Identify substances of regulatory concern that
are detected and are the focus of regulation
    and/or emission reductions
  • Comprehensive refinery effluent database of PRTR
substances and refinery data (e.g. crude slate,
    size, type, treatment facilities)
  • Proactively demonstrate petroleum industrys
    commitment to water quality improvement

3
Proposed Plan
  • Phased Approach With Conservation of Clean Air
    Water in Europe (CONCAWE)
  • PHASE I II CONCAWE led project (no PERF
involvement) on sampling practices and analytical
    test methods for focus substances
  • PHASE III PERF project on refinery effluent data
    assessment
  • Detailed plan on well known substances with
    existing test methods
  • Further activity on difficult substances
  • Conduct survey of refinery effluents
  • Focus on constituents of EU regulatory concern
  • Apply consistent, sensitive, state-of-science
analytical methods from PHASE I II
  • Metals (e.g. Ag, As, Cd, Cr, Co, Cu, Pb, Hg, Ni,
    V, Zn)
  • Organics (e.g. BTEX, PAHs, Phenols, Alkyl
    Phenols, Solvents)
  • Conventional parameters (e.g. TSS, pH,
    Conductivity, TN, TP)
  • Ensure representation across refinery types,
size, crude slate, and treatment facilities.

4
Proposed Schedule
  • DRAFT proposal submitted for comments
  • Teleconference conducted with interested parties
  • Scope Contract Development - underway
  • PERF Meeting update on proposal / status of
    project (Oct 07)
  • Contract negotiation (4Q07)
  • CONCAWE Phase I Results (1Q08)
  • CONCAWE Phase II Results (2Q08)
  • Refinery effluent collection (2Q08)
  • Effluent parameter testing by lab using Phase I
    results (mid/late 2Q08)
  • Data analysis (2/3Q08)
  • Report results, publish paper (34Q08)

Accelerated effort to provide results to industry
