Project Terminology
  • Vermont Critical Facilities Data Development
    Project The official working title of the
    project.
  • ArcGIS Homeland Security Data Model The data
    model that serves as the basis for the Vermont
    Homeland Security Data Model.
  • Vermont Homeland Security Data Model Modified
    version of the ArcGIS Homeland Security Data
    Model. Incorporates enhancements determined to be
    essential to the Vermont Homeland Security
    Database.
  • Vermont Homeland Security Database (VHSD) The
    master statewide homeland security database used
    to warehouse homeland security data, including
    critical facilities data.
  • Vermont Homeland Security Database Template A
    copy of the VHSD (ESRI Personal Geodatabase
    format) checked-out by RPCs for update. Updates
    are then checked back into the master VHSD
    database.
  • Year 1 Features List List of facility types that
    are to be collected as part of year 1 funding.
  • HSIP Homeland Security Infrastructure Program
    USGS, NIMA
  • MEDS Minimum Essential Data Set defined in
    HSIP.
  • SDSFIE - Spatial Data Standard for Facilities,
    Infrastructure, and Environment

Technical Requirements
  • Why are we collecting critical facilities data?
  • For Year-One Effort
  • The VHSD will support Vermont Homeland Security
    Unit federal reporting requirements.
  • The VHSD will support VEMs Emergency Operations
    Center Web GIS Viewer capabilities.
  • The VHSD will integrate NGA/USGS data
    requirements to allow consumption at the national
    level.
  • The VHSD will be compliant with the leading HLS
    data guidelines HSIP,MEDS,SDSFIE,FGDC-HSWD

Year 1 Features List
  • VCGI will facilitate discussion between RPCs and
    VHSU.
  • Vermont HSU will identify features required for
    federal reporting.
  • RPCs will determine what can actually be
    collected within year-one budget / timeframe.
  • Once agreed on, the list will be the year-one
    deliverable for all RPCs.

Data Collection
  • The fun begins.
  • VCGI will make the Vermont Homeland Security
    Database Template available for check- out via
    download.
  • The RPCs will be responsible for collecting all
    of the features represented on the Year 1
    Features List.
  • The completed database template will be returned
    to VCGI on compact disc for QAQC and check - in
    to the Vermont Homeland Security Database.

Data Collection
  • Year-One funded work to be completed by November
    1, 2006
  • Year-Two funding proposals go out December 2005.

  • VCGI will develop procedures to ensure data
    quality and integrity.

    Homeland Security Database.

Data Maintenance Strategies
  • VCGI will maintain the VHSD but will not be
    responsible for updates.
  • Piggyback data updates on existing efforts?
  • Propose future HSU funding for maintenance and
    updates?
