Procurement Strategy

• M1 Blank
• ATST will procure the M1 Blank as a separate item
  and supply to polisher/M1 Assembly fabricator
• Early procurement efforts continue
• M1 Assembly
• Final design and construction of the M1 Assy will
  be performed by an outside contractor based on
  the M1 Assembly Specification, associated
  Interface Control Documents (ICDs) and
  supplemented by ATST reference design work
  analysis

• On-going contact with Schott and Corning since
• 2002
• ROM quotes with updates have been received from
  both vendors for costing
• Schedule M1 on critical path - potential of
  early funding from Air Force for purchase of M1
  blank in 2006
• Procurement documentation is being drafted

• Representatives from Schott and Corning visited
  NOAO/NSO in early 2005 to discuss M1 blank fab
  capabilities
• Corning
• Existing fabrication facilities
• Recently completed 4 meter DCT blank - September
  2005
• Schott
• Existing fabrication facilities some scheduling
  issues
• Have sold off existing 4 meter class blanks
• May begin fab of one or two 4 meter class blanks
  on speculation in 2006

• Cost
• No significant change to latest ROM quotes
  received other than inflation
• Schedule
• Assuming 2 years for M1 blank fab and 3 years for
  M1 polishing in schedule
• Corning capable of producing M1 blank in 18-20
  months (DCT recent example)
• Schott significantly longer time required due
  to start from scratch scenario

  Assy will be performed by outside contractor
  based on the M1 Assembly Specification,
  associated Interface Control Documents (ICDs)
  and ATST design work
• On-going contact with potential fabricators since
  2002
• ROM quotes have been received from vendors for
  costing Design Evaluation and Cost Studies
• Reference Design Studies and Analysis ATST
  design and analysis work will be captured in an
  RDSA document and provided as supplemental
  information to contractor.
• Acceptance test plan will be developed by ATST,
  negotiated with contractor and executed at
  contractor facility.
