4Why have we got a new system?

5- To put local authorities in the
- lead to deliver a fully integrated Children's
Service for all who - are 0-19, the raising of the participation age
and the full - range of 14-19 entitlements.

6Context for Change
- The Governments long term strategy for children
is to make the UK the best place in the world for
children and young people to grow up. - The changes will
- place 0-19 commissioning under the leadership of
local authorities - support delivery of the new Participation Age
and access to the 14-19 entitlements - strengthen the role of local authorities and
childrens trust as champions of young people.
7Legislation
From April 2010, responsibility for securing
sufficient education and training provision for
all young people, including those aged 16-19, and
19 25 year olds being assessed for a learning
difficulty and/or disability, as well as
juveniles in custody will pass from the Learning
and Skills Council to local authorities. In
addition, the Young Peoples Learning Agency
(YPLA) will be established as a Non-Departmental
Public Body (NDPB) to support local authorities
discharge their planning and commissioning
functions and to ensure funding and budgetary
control within the system.
8What is the NewSystem?
- local authorities will have responsibility to
secure an appropriate place in learning for all
young people - local authorities will have a duty to
collaborate with others to do this - YPLA will be established to ensure budgetary
control and the delivery of the entitlement - GO will support and challenge local authorities
on performance
9How will LAs carryout this task?
- local authorites will analyse demand and supply
locally through 14-19 Partnership using data sets
provided by the YPLA (including for
Apprenticeships and Third Sector) - they will identify their needs and produce a
16-19 Commissioning Plan - they will also commission the support services
10How will LAs carry out this task? (2)
- building on this plan, local authorites will
come together in Sub-Regional Groups to reflect
TtL patterns and agree who will act as the lead
local authority for each provider - each provider will have a single strategic
commissioning dialogue with the lead local
authority - Regional Planning Groups will consider plans and
ensure they cohere
11What will others do?
- local authorities will be supported by a
slimline YPLA which will provide frameworks and
support to enable the local authority to deliver - YPLA will also have reserve powers to step in if
the local authority is unable to deliver or if
provision for learners is at risk - GO will work with local authorities to ensure
that the plans for 14-19 deliver the Governments
expectations and will support and challenge the
performance of local authorities to ensure that
they meet targets and deliver the entitlement.

- planning to deliver 14-19 Reforms and RPA
- planning to meet local resident learning needs
- planning to meet collective learning needs
across travel to learn patterns - planning to take account of multi-stakeholder
requirements parents and carers, employer,
communities and partner agencies - convening and supporting collaborative working
through the Local Area Agreements, Childrens
Trusts and 14-19 Partnerships.

- meeting the needs of all who learn in local
authority area though a sustainable provider base
including (LLDD/YO etc) - collaboratively agreeing learning required
across travel to learn patterns by working
sub-regionally - working with colleges and other providers as
strategic planning partners and by securing high
quality provision through negotiation and
dialogue. -
16Managing the Market
- To ensure
- delivery of RPA and PSAs for Level 2 and 3, NEET
- effective delivery of ECM outcomes for all Young
People as part of Childrens Trusts - provider quality is maintained and raised for
16-19 learning provision.

22What is the YPLA?

24- YPLA a non-departmental government body (NDPB or
quango) - NDPBs are public bodies that, although not part
of government departments, carry out functions on
behalf of sponsor departments, who fund them and
ensure they are effective. - NDPBs are, however, independent of the department
that sponsors them, and are considered to be 'at
arms length'. This independence allows them to
focus entirely on their own objectives and make
unbiased recommendations and decisions.
25 YPLA Core Purpose
- use its national and regional presence to
support and enable local authorities to plan,
commission and fund a coherent offer to all young
people whilst ensuring budgetary control - ensure operational excellence through providing
nationally consistent funding and commissioning
frameworks - place local authorities at the heart of the
system with clear accountability.
26The role of the YPLA (1)
- ensure budgetary control of the 7 billion being
transferred to local authorities to enable them
to carry out their new functions - provide a national commissioning framework to
help local authorities commission provision - produce a national statement of priorities
- manage, maintain and develop the national
funding formula -

- provide data on participation, attainment and
economic development in local, sub-regional and
regional areas to inform commissioning - co-ordinate the support and provide secretarial
services for the Regional Planning Group - work with local authorities to support and
facilitate the production of commissioning plans
at local, sub-regional and regional levels to
ensure their coherence and fit within the
national budget - fund and performance manage 400 academies.

30 GO Core Purpose
- Whitehall in the regions working on behalf of
DCSF to support strategy and delivery at regional
and local levels - support and challenge local authorities to
improve their performance and co-ordinate
improvement support - place 16-19 as an integral part of 0-19
delivery.
31The role of the GO (1)
- provide strategic advice and support to local
authorities - provide opportunities for regional and sub
regional partnership working - articulate and interpret government policy in
the region - support the dissemination of good practice

- review and support the achievement of LAA
targets - contribute to Comprehensive Area Assessment
- manage the 14-19 Progress Check process with
local authorities - contribute to regional and local planning
through RPG and SRGs.
