3Where did we start?
- National Strategy not linked with internal and
external budget - EU integration Agenda not reflected into the
National Strategy - Aid fragmentation - EA not aligned to government
priorities - Over 215 donor missions/year, 20 mission a
month, 7 joint missions - 79 major analytical studies in 2004, 3 joint
studies - Less than 2 use of GoA systems, many
parallel PIUs - Only 50-60 of aid reported in the budget

by the principle of the ownership of the
government. - NSDI Progress Report 2006-2007 finalized in
December 2008 - Sector and Cross-cutting Strategy Monitoring
starting in 2009 - EU Integration
- Albania is looking forward to reach full NATO
membership at the Strasburg-Kehl summit in April
2009 - SAA signed in June 2006 ratification process
completed recently - IPA 2008 financing agreement signed on 9th March
2009, - IPA 2009 planning process completed,
- IPA 2010 to start in July 2009
- Acquis translation into Albanian in process
- Albania to apply for the EU candidate status

- Mid-Term Budgeting Programme (MTBP) An improved
linking of national strategy with the budget - A new Budget Law approved in 2008
- Application of new MTBP/Public Investment
Management (PIM) procedures and systems - The MTBP system monitors countrys economic and
fiscal performance on a quarterly basis - A year-end assessment is mandatory for each line
ministry - MTBP calendar for 2009 adopted in Dec 2008

15Challenges Ahead
- Translate Strategies into fully operational and
costed action plans - Establish new EA management procedures
- Establish a results-based monitoring system
- Establish an information management system for
donor data management - Establish a Calendar of donor programming
missions and cooperation agreements - Rationalize the large number of donor missions
and parallel structures
- Increase ownership and governments role in
coordination of EA - Meet Targets of the Paris Declaration
16Challenges Ahead
- Reduce the large number of donor projects and
- large number of donors per sector
- Sector Working Groups need to
- Enhance ownership of the GoA/line ministries
- (the most active SWGs are still donor-led)
- Gradually focus on forward-looking, policy
coordination issues, prioritisation of assistance
and monitoring of strategy implementation - Hold SWG meetings in accordance with the 2009 SWG
calendar
