3Objectives of the Project (1)
- To monitor and evaluate e-APEC activities
- To support GCIO projects for networking and
workshops as core resources - To establish APEC e-University Networks as
centers for excellence in Human Resource
Development (HRD) for e-Government through
e-learning courses / system by using the latest
technologies such as IPv6 and Next Generation
Networks (NGN)

- To implement ICT training and research programs
to address the needs on the new environment and
digital society - To assist activities of the International Academy
of CIO for data bank /seminars - To promote partnership and interactive
collaboration among academic institutions, the
government and the industry in supporting HRD
requirements in the new economy.

Reccommendations
- It is a good time to evaluate the activities on
e-government and economic policy with ICT in the
same context, since competition policy and ICT
are more interrelated with e-government than in
the past. - Both ICT and competition policies cannot be
discussed in a single economy and need both
global and regional attention. On this regard,
regional cooperation on the role of ICT for open
trade and investment facilitation for regional
integration as institutional framework is
valuable.

- There is strong demand for creating a
comprehensive master plan for e-government, while
prioritizing the agendas of structural reform,
deregulation and competition in the APEC region. - CIO as decision-maker of ICT management can play
an important role of integration between
e-government and structural reform policy. - Need for close relationship between EC and TEL
for common policy issues

and Cultural Heritage (1)
- The Workshop had speakers and participants of the
following APEC member economies China, Chinese
Taipei, Indonesia, Japan, Peru, Philippines,
Thailand, United States, and Vietnam. 9
Economies 40 participants - The main topic of discussion was the usage of ICT
for the protection of the environment and
cultural heritage, and the role of CIO in this
issue. - Through the presentation of experiences from
member economies, an insight on the protection of
cultural heritage (e-museums, in the case of
China, Japan and Thailand) was given.

- ICT was presented as a tool for preserving the
national culture (the case of Philippines) and to
contribute to the conservation of environment
CIOs have to balance the usage of ICT with the
protection of environment and cultural heritage. - A collaboration network on issues related to the
role of APEC CIOs and the protection of
environment and cultural heritage needs to be
