Campus State of Emergency Procedure
Faculty, Staff or Student report emergency by
calling Campus Security at 295-5911externally or
5911 internally
Convene the Catastrophic Incident Mgmt Team?

Campus Security notifies the Director of Physical
Plant.
CIMT will convene and manage/direct the
activities of the various departments involved in
crisis response and recovery.
The Director of Physical Plant assesses damage
and notifies the President with a recommendation
as to whether the Catastrophic Incident Command
Center should be established.

The Physical Plant office will serve as the
Emergency Operations Center all outside
information flows into this area and out to the
scene of the incident.
If warranted, the CICC will be established away

charge at the scene of the incident unless such
responsibility has been assumed by emergency
response authorities the decision to reoccupy a
building that was closed/evacuated at the onset
of the incident will be made by those authorities

PROCEDURE Active Shooter
Immediate Action
Call Campus Security by dialing 5911 from a
campus phone or 295-5911 if on another phone.
A perimeter will be formed around the affected
area or building in an attempt to contain the
suspect(s) and to monitor any movement.
Campus Security will notify the Wichita Police
Department while immediately responding to the
scene.
If the suspect(s) have not yet been properly
contained within a building or area by law
enforcement, all surrounding buildings will be
locked down. All occupants will need to remain
within these areas or will be asked to leave.
Pedestrians within the endangered area will be
instructed to move to a safe zone established by
the University or will be required to leave the
campus.
If you are in a campus building where an active
shooter incident is occurring and cant safely
get out, lock and barricade yourself in an office
or classroom away from the assailant(s). DO NOT
ATTEMPT TO INTERVENE.
Campus security will be in charge of the scene
until the arrival of the Wichita Police
Department and will work closely with them until
all danger is removed.
  • Be prepared to provide as much information as
    possible, such as the following
  • What is happening
  • The location of the incident
  • Who is involved
  • Description of suspect(s) and their clothing
  • A direction of travel, if known
  • Type of weapon(s) involved, if any
  • Your name and address

The decision to call in additional law
enforcement agencies will be made by the Wichita
Police Department, as needed.
Members of the Friends University community can
enhance the safety of all and be of assistance to
Campus Security and visiting law enforcement
agencies by cooperating fully with instructions
given by authorities.

PROCEDURE Bomb Threat (Initial Contact)
Faculty, Staff or Student receives a bomb threat
in writing or by telephone.
TELEPHONE
WRITTEN
Contact Campus Security at 295-5911 externally
or 5911 internally immediately.
Remain calm and refer to the Bomb Threat
Checklist (p. 21) if applicable, note the
information in your telephone display window.
If the threat was left on your voicemail, do not
erase notify the immediate supervisor within
your area.
It is vital as few people handle the document as
possible.
Keep the caller calm and on the line as long as
possible to gather information.
If the threat is received via email do NOT
reply, forward or delete.
Attempt to obtain information on the location of
a device (building, floor, room, etc. the time
of detonation and, type of detonator.
Immediately after the caller has ended the call,
notify Campus Security at 295-5911 externally or
5911 internally.
Remain calm and await further instruction from
Campus Security.
The Director of Physical Plant or Security is in
charge at the scene of the incident unless such
responsibility has been assumed by emergency
response authorities the decision to reoccupy a
building that was closed/evacuated at the onset
of the incident will be made by those authorities
or the CIMT.

PROCEDURE Bomb Threat (Security Notified)
Campus Security is notified of a Bomb Thread
The President and/or designee and Director of
Physical Plant are notified.
Campus Security will dispatch a search team and
organize the search.
Other emergency units will be alerted to the
threat and standby for further information.
Implement Evacuation Plan?
Transportation of persons shall be coordinated
with appropriate Campus Security and Physical
Plant personnel for the purpose of evacuation and
relocation of persons threatened by or displaced
by the incident.

Casado Campus Center or Garvey Gymnasium will be
selected if needed. Coordination for assistance,

If a device, package, bag, etc. is discovered,

decision to resume normal activities in the
building will be made jointly by the Director of
Physical Plant or a designee in consultation with
the President and/or appropriate individuals in
the University administration.

PROCEDURE Civil Protest
  • A protest should not be disrupted unless one or
    more of the following conditions exists as a
    result of the demonstration
  • Disruption of the normal operations of the
    University.
  • Obstructing access to offices, buildings or other
    University facilities.
  • Threat of physical harm to persons or damage to
    University facilities.
  • Willful demonstrations within the interior of any
    University building or structure, except as
    specifically authorized and subject to reasonable
    conditions imposed to protect the rights and
    safety of other persons and to prevent damage to
    property.
  • Unauthorized entry into or occupation of any
    University room, building or area of the campus,
    including such entry or occupation at any
    unauthorized time, or any unauthorized or
    improper use of any University property,
    equipment or facilities.
  • If any of the above conditions exist, Campus
    Security should be notified and will be
    responsible for contacting and informing the
    President and the Vice President of Student
    Affairs.

PROCEDURE Civil Protest (Peaceful,
Non-Obstructive)
Generally, peaceful protests should not be
interrupted. Protestors should not be obstructed
or provoked and efforts should be made to conduct
University business as normally as possible.
Protestors are asked, at the Presidents or
designees request, to leave but refuse to leave
by regular facility closing time.
The Vice President of Student Affairs or his/her
designee will go to the area and ask the
protestors to leave or to discontinue the
disruptive activities.
If the protestors persist in disruptive activity,
the following statement will be read by a
selected University administrator as
circumstances permit I am ___________,
speaking on behalf of Friends University. The
student conduct code and community life standards
have been established by the University to
protect its educational purpose, to provide for
the orderly conduct of activities, and to
safeguard the interests of the University
community. Unauthorized demonstrations within
the interior of any University building are in
violation of these standards. Individuals
present may be subject to disciplinary action
and/or arrest for criminal trespass, pursuant to
Kansas Code.
Arrangements will be made by the Vice President
of Student Affairs to monitor the situation
during non-business hours.
Determination will be made to treat the violation
of regular closing hours as a disruptive protest.

If the protestors persist in disruptive behavior
after the above administrative message is read,
the following statement shall be read as
circumstances permit The University has
requested that law enforcement clear this area.
The Universitys administration will now withdraw
from this area to permit law enforcement to do
so.

PROCEDURE Civil Protest (Violent, Disruptive)
If possible, an attempt should be made to
communicate with the protestors to convince them
to desist from engaging in violent activities in
order to avoid further escalation of possible
violent confrontation.
A violent protest in which injury to persons or
property occurs or appears imminent.

if deemed advisable. Additionally, efforts
should be made to video tape any police action

PROCEDURE Explosion
An explosion is cause by rapid expansion of gas
from chemical reactions or incendiary devices.
Signs of an explosion may be a very loud noise or
series of noises and vibrations, fire, heat or
smoke, falling glass or debris, or building
damage.

PROCEDURE Fire (Discovery)
A fire may include visible flames or strong odors
of burning. The appropriate emergency action is
for persons to evacuate the building quickly and

PROCEDURE Flood
Floods may be caused by domestic water systems or
the inability of storm sewers to handle rain run
off. Floods caused by domestic systems do not
endanger people but can cause extensive damage to
the building and equipment. Floods caused by
storm sewer overflows can be more damaging and
potentially more dangerous.

Physical Plant personnel will manage protective
measures when flood damage is present.
Call Physical Plant externally at 295-5836 or
internally at Ext. 5836 to report the building
and room number.
Physical Plant will keep occupants informed
regarding the status of storm-related flooding.
Protect University property from damage where
possible.
If flood is imminent, occupants will be asked to
move property for its protection.
Physical Plant personnel will remove the water
and perform building repairs.
Physical Plant personnel will assist in moving
property if needed.
The responding Physical Plant personnel will
control and make decisions at the flood scene.
The will decide when to turn control back over to
the building occupants or appropriate University
personnel when outdoor areas are involved.
Occupants should be prepared to evacuate in
advised to do so by Physical Plant.
Campus Security in consultation with Physical
Plant personnel will make decisions regarding
control and access to buildings/areas affected by
floods, and issuing or not issuing the all
clear for safe building/area re-entry and
continued occupancy.
In extreme cases of flooding, it may be necessary
to request assistance from local, state or
federal agencies. Such requests for assistance
will be coordinated by the Critical Incident
Management Team (CIMT).

PROCEDURE Hazardous Materials Incident
A hazardous materials incident may be a spill or
release of chemicals, radioactive materials or
biological materials inside a building or to the
environment. The user may manage simple spills.
Major spills or emergencies require emergency
assistance from 24-hour emergency agencies, i.e.
the City Fire Department or Sedgwick County
Hazardous Material (HAZMAT) Team. The University
does not have a fire department or HAZMAT Team.

The decision to call for emergency assistance may
be made by the user, a person discovering an
incident, or the resource or emergency unit
receiving a call for assistance. Depending on
the nature and needs of the incident, assistance
and services may be brought in from other public
support agencies, University resource units or
specialized contractors. The decision that an
incident is controlled and stabilized is made by
the emergency response agency, i.e. the Incident
Commander from the Fire Department or Sedgwick
County HAZMAT Team. After immediate hazards have
been controlled and stabilized, the Incident
Commander will transfer authority and
responsibility back to the unit, department or
facility tenant, as appropriate for the situation.

PROCEDURE Hazardous Materials Incident

PROCEDURE Infrastructure Failure
It is understood that from time to time on the
Friends University campus we may experience
infrastructure problems, which could render the
work site unsafe or uninhabitable such as
electricity, computer, steam, water or telephone
failures.

Plant at 5836 or for after-hours service call

The first responders, either Physical Plant or
Information Services, will determine whether a
critical incident exists, will report to the
appropriate department heads and, in the event
that a critical incident exists, the Director of
Physical Plant will notify the Vice President of
Student Affairs who will convene the Critical
Incident Management Team (CIMT).

PROCEDURE Snow or Ice Storm
A decision will be made by the President in
conjunction with the Vice Presidents to cancel
classes and or events due to weather conditions.
In the event the President is unavailable to make
the decision to cancel classes and or events, the
Vice Presidents will confer and make the decision
in his place.

In the event of anticipated bad weather, each
Vice President (or his/her designee) will review
scheduled events for their respective areas via
the University Calendar of Events. NOTE If an
event involves off-campus people coming to
campus, the Vice President should consult with
his/her appropriate staff member(s) about the
status of the event.
Cancellation of Day Classes The decision to
cancel day classes will be made in the early
morning (most typically between 5 to 7 a.m.)
Cancellation of Evening Classes The decision
to cancel evening classes will be made early
afternoon (most typically between noon and 2
p.m.).
  • The President must grant permission for an event
    to continue. The responsible Vice President (or
    his/her designee) will contact
  • Physical Plant so preparations can be made at
    the location (snow removal, etc. Please allow as
    much time as possible, as Physical Plant has
    other on-campus responsibilities during inclement
    weather.
  • Division Representative who can place a message
    on the departmental phone line that people will
    most likely call to find out if the event has
    been cancelled or will still take place.
  • Web Editor so a notice can be placed on the Web
    site.
  • Switchboard Operator to place a message on the
    main phone line.
  • Security so officers are aware of events taking
    place on campus.

The Vice President of University Relations will
contact Public Relations staff to notify the
media.
  • The Vice President of Administration Finance
    will contact the following people to notify them
    of the cancellation and that they may also get
    calls from other Vice Presidents about specific
    events
  • Physical Plant Director for campus weather
    preparations.
  • Switchboard Operator to place a message on the
    main phone number.
  • Web Editor to place message on the web site.

During the winter months, everyone should monitor
weather reports more closely. If there is a good
chance the University will close, it is strongly
recommended that staff and faculty either call
the main phone number (295-5000) or check the Web
site at www.friends.edu to find out for sure if
they need to report to work.

PROCEDURE Tornado (General Information)
A tornado watch means conditions are right for a
tornado. During a tornado watch, staff should be
alert to weather conditions. A tornado warning
means a tornado has been sighted. Sedgwick
County will initiate a siren, or steady tone, for
a period of 3 to 5 minutes. When you hear this
siren, take cover immediately. Danger is
imminent.
Immediate Action
Remain calm and avoid panic.
Go to an area of safety Areas of Safety Rooms
and corridors in the innermost part of a
building. Areas to Avoid Stay clear of windows,
corridors with windows or large freestanding
expanses. There is no guaranteed safe place
during a tornado. However, it is important to
seek shelter in the best location to help
minimize your exposure.
DO NOT use elevators during a tornado warning.
Persons with mobility concerns should go to a
location immediately adjacent to an area of
safety at the time of a tornado watch to ensure
easy access to a tornado shelter in the event of
a warning.
Close all doors, including main corridors, making
sure they latch.
Crouch near the floor or under heavy,
well-supported objects and cover your head.
Be alert for fire. In the event of a fire, the
fire plan should be utilized.

PROCEDURE Tornado During Business Hours
The National Weather Service or the local news
media determine severe weather.
After procuring the necessary tools and taking
the necessary precautions, each of the Physical
Plant team members will execute a visual
inspection of his or her assigned building to
locate all people in the building and assess the
condition of the buildings interior. Evacuation
to a secure area or the need for emergency
personnel will be determined at this time.
The Physical Plant Director (or his/her designee)
will alert the Physical Plant team leaders.
Physical Plant Team leaders will then communicate
directly with the Director of Physical Plant
regarding issues relative to their buildings.
Physical Plant Team leaders will advise their
respective team members to report to their
designated buildings or areas and the internal
plan will go into effect Physical Plant will
attempt to provide at least one Physical Plant
staff member for each campus building.
Each Physical Plant team member will know the
location of the water, gas and electrical shut
off, which will be turned off if the situation
requires.
The Director of Physical Plant will communicate
with the President of the University, and any
necessary administrative personnel that the
Emergency Preparedness Procedures are being
activated and implemented. Additional
instructions by administration will be forwarded
on to staff members as necessary.
After ensuring the danger of fire, domestic water
damage and electrical shock has been eliminated,
the next step will be to secure access to the
building. This will be done under the
coordination of the Physical Plant Director,
depending on the status of other campus
buildings.
The location of the communications center will
be determined at the time of the emergency
situation with first preference being the lower
level of the Davis Administration Building. At
that time, the Director of Physical Plant or
designee would ask that administrators move to
the communication center to provide further
instruction.
If a tornado actually affects any of the Friends
University buildings, the decision to return to
your work space or vacate the affected
building(s) will be made by the Director of
Physical Plant or designee in consultation with
the President or designee.

PROCEDURE Tornado After Business Hours

and other team members.

will react to the emergency situation.
After procuring the necessary tools and taking
the necessary precautions, each of the Physical
Plant team members will execute a visual
inspection of his or her assigned building to
locate all people in the building and assess the
condition of the buildings interior. Evacuation
to a secure area or the need for emergency
personnel will be determined at this time. RADIO
CONTACT WILL BE MAINTAINED AT ALL TIMES.
The Director of Physical Plant will communicate
with the President of the University, and any
necessary administrative personnel that the
Emergency Preparedness Procedures are being
activated and implemented. Additional
instructions by administration will be forwarded
on to staff members as necessary. Housing
Residence Life Staff will be responsible for
implementing action plan for University-owned
student housing.
Each Physical Plant team member will know the
location of the water, gas and electrical shut
off, which will be turned off if the situation
requires.

PROCEDURE Violent Incident
Violent incidents including but not limited to
acts of terrorism, assaults and incidents of
workplace violence can occur on the University
campus with little or no warning. It should be
noted that the following instructions are
intended for incidents that are of an emergency
nature (i.e., imminent or having just occurred).

Security by dialing 5911 from a campus phone or
295-5911 if on another phone.
Taking the time to provide such information will
not delay law enforcement response. Complete
information may allow them to handle the matter
more effectively.
When the call is received, Campus Security will
call the Wichita Police Department if the
situation warrants.
The decision to call in additional law
enforcement agencies will be made by Wichita
Police Department.
  • Be prepared to provide as much information as
    possible, such as the following
  • What is happening
  • The location
  • Who is involved
  • Description of suspect(s) and their clothing
  • Type of weapon(s) involved, if any
  • Your name and address

Members of the Friends University community can
enhance the safety of all and be of assistance to
Campus Security and visiting law enforcement
agencies by cooperating fully with instructions
given by authorities.
