  • Low profitability of irrigated agriculture
  • Low productivity of irrigated agriculture
  • Poorly developed markets, roads and financial
    services in rural areas
  • Lack of strong rural institutions and providers
    of support services for irrigated agriculture
  • Weak legal status of FWUC
  • Lack of clear land law

Why PIMD?
  • PIMD modifies the government administration into
    responsive, demand-oriented management by water
    users.
  • PIMD can reduce the requirements for government
    staff and duplicated resources in the irrigation
    sector.
  • PIMD help farmers to diversify and intensify
    crops, and develop agri-business enterprises.
  • PIMD has increased the amount of funds available
    in the FWUCs for OM.
  • PIMD promote empowerment of farmers through
    development of strong FWUCs which may response an
    entire irrigation scheme. This provided the
    opportunities for more integrated water
    management, agricultural development and
    marketing strategies.
