using an approved language proficiency
test. Districts must report the number of
limited English proficient, immigrant, and
migrant students to the state annually. Districts
must provide appropriate bilingual or English as
a Second Language services / instruction /

6So, what is ESL or ELL (English As a Second
Language)/ ELL (English Language Learner),
exactly? ELL is a core subject area for
students who do not speak English as their
primary language and are having difficulties with
the social and/or academic uses of it in school.
ESL/ELL is a school-based curriculum. Title
III provides a limited amount of support services
(e.g., staff development, summer programs,
paraprofessionals, supplemental materials, etc.)

The Council Rock School District must Report
districts ELL student results from State ELL
English Proficiency Assessment Report
(AMAO) Report how many ELL students are
attaining proficiency, making progress, /or
transitioning out of ESL programs by end of
year. Maintain accurate / current information in
the state PIMS Reporting System based on the
required Home Language Survey. Comply with
current three-tier Exit Criteria before a student
may be released from the districts ELL program.

9Initial Evaluation How does a child
becomeeligible for ELL instruction and
services?
- The PA Department of Education requires that
families of all public school children respond to
a Home Language Survey. If a language other than
English is spoken in the home (English can be
spoken in the home as well), the ELL teacher will
evaluate the child's level of English proficiency
in the domains of reading, writing, speaking,
listening, and comprehension.
10Initial Evaluation How does a child
becomeeligible for ELL instruction and
services?
- The assessment tool used in the initial
evaluation, The W-APT (WIDA ACCESS Placement
Test), is the tool used by Pennsylvania public
schools to determine a student's level of
proficiency in using English in academic
settings. - The ELL teacher combines the results of this test
with input from teachers and family to determine
eligibility for ELL services.
11Instruction in reading, writing, speaking,
listening
- Pull-out instruction
- The ESL teacher works one-on-one with English
Language Learners to teach language skills. This
is especially important with students with
extreme language limitations and/or immigrant
students. - Support in the Classroom
- The ESL teacher supports students in their
regular classroom settings. This strategy is
helpful when students need to complete specific
tasks for which they lack effective English
skills. - Monitor Only
- When an English Language Learner has gained the
skills to work independently in an
English-speaking setting, the ELL teacher is
responsible for monitoring that student for two
years in order to re-establish instruction if the
student shows a need for further support.
12Ongoing progress evaluation
- It is common for the skills of English Language
Learners to grow at varying rates, so it is
imperative to monitor progress throughout the
school year. - Council Rock accomplishes this goal in the
following ways - Ongoing Benchmark Assessments Close to the end
of each marking period, the ESL teacher conducts
an assessment of ELLs' progress in reading,
writing, speaking and listening. This information
is used to structure appropriate lessons for the
coming weeks of school. - All ELL students are required to take the Access
for ELL / WIDA Test during the month of January.
(one-on-one test) - New students are required to take the
state-required W-Apt Test.
13Support for families
- Translation Services
- Council Rock is required by law to ask families
of English Language Learners if they need
translation services in order to communicate with
their children's schools. If this is a need, the
district will provide forms and documents in the
families' native languages. - When needed, the district will also locate a
person who can serve as an interpreter at
meetings.

- Elementary Schools ELL staff tries to schedule
one or more classes per week and meet
individually or in a small group. - Middle Schools - ELL staff tries to schedule for
one or more classes per week and meet
individually or in a small group. - High Schools ELL staff tries to schedule two or
more class periods per week and meet in small
groups. - Monitored Students (All levels) Ongoing
consultation with classroom teachers.

Language Instructional Programs for English
Language Learners
Every LEA must include the following exit
criteria in the LEA Program Plan for ELLs. How
do students exit ESL/ELL? Pennsylvania (PDE)
requires ? A score of 5.0 on the WIDA - ACCESS
Test, Tier C. ? Grades of 2.0 (C's) or better
in core content subjects. ? Scores of basic or
better on the PSSA or grade appropriate
standardized testing.

student instruction. - To nurture self-pride and self-identity in each
students linguistic and cultural heritage. - To enhance student self-worth by highlighting
ethnic contributions made to society. - To continue to successfully accommodate the
instructional needs of a growing student
