3AN INSIGHT OF THE CORPORATION
- In Andhra Pradesh, there was no earmarked for
Police Housing Projects earlier - To have a focus on the exclusive Police Housing
Buildings, and to mobilize Institutional Finance
in a big way to augment the State Funds, the
Government of A.P., created a Special Purpose
Vehicle called A.P.S.P.H.C.Ltd., as far as back
in 1971, the first ever such dedicated enterprise
in the Country - Incorporated under Companies Act 1956 on May 19,
1971 - The Corporation completed over 3 decades of its
existence - Growing from strength to strength year after year
- By a Government mandate, Corporation functions as
No loss no Profit basis.

Note (i) Construction activities of the
Corporation are carried out through 7 Divisions,
each headed by an EE. Each Division is further
divided into 3-4 districts, each headed by a DEE,
who, in turn, is supported by AEs/AEEs (Section
Officers), looking after construction activities
at various work-sites, Head Office activities
include Design and Planning, tendering, fixing up
of contractors and suppliers, monitoring progress
of works, quality Control, approvals etc which
are carried out by the CE through different
Technical Wings Other H.O.activities like Finance
and Accounts, Personnel Administration, Internal
Audit, are carried out under the guidance of E.D
Secy. / GM (F). Orgchart-21-08-07 (ii) For
speedy construction of projects, in addition of
regular 7 EEs, 6 Territorial EEs will look after
the Major Projects.

25MEASURES INITIATED FOR IMPROVED PERFORMANCE OF
THE CORPORATION
- To overcome the hurdles of limited response of
the Contractor major reputed construction players
are being engaged for speedy and quality
completion of the works. - Financial discipline and fiscal responsibility
was made more transparent by opening scheme wise
bank accounts at corporate level and divisional
level. - To enable Contractors get their payments fastly,
bills are proposed to be settled through
e-payment method directly to their bank account
instead of present system of issue of outstation
cheques/DDs by which contractors get their
payments fastly. - Contd.,
26- To minimize the delays in completion of works,
web based project monitoring system has been
initiated through Centre for Good Governance,
Andhra Pradesh, which is expected to be in
operational in next 6 months period. - Third party quality safety audits have been put
in place more vigorously through reputed
Institutions like., Jawaharlal Nehru Technology
University, Osmania University., Engineering
Staff College of India, Continuous quality checks
by predefined parameters are put in place. - Territorial Executive Engineers have been put in
place by re-organising the existing
technical force, to synchronize with the Police
and Prisons Departments organizational structure.
These, Territorial Executive Engineers are made
responsible for the districts geographically and
also assigned specific major projects to have
focused attention on the works.

28OPERATIONAL CONSTRAINTS
- The Corporation is not able to get good response
to the tender calls on occasions, there is no
response to even repeated tender calls. - The Contractors have in isolated instances
reported to stoppage of works seeking enhancement
of rates inview of - Hike in prices of building materials like Cement,
Steel, Sanitary, Water supply items and
Electrical items etc., abnormally during the last
six months. - Shortage of building materials like sand, brick,
stone aggregate etc., - Shortage of skilled labour i.e., skilled masons,
carpenters, plumbers, electricians etc., - Shortage of centering material and centering
labour etc., - Suggestions are solicited regarding review of
tender conditions, payment Procedures and
incentives to be offered to overcome the above
operational constraints.
