WIA Overview
The law was enacted in 1998 to replace the Job
Training Partnership Act and certain other
Federal job training law with new workforce
investment systems. It represented an attempt to
induce business to participate in the local
delivery of Workforce Development Services. The
principal vehicle for this is Workforce
Investment Boards (WIBs) which are chaired by a
member from the private sector. A majority of
Board members were also required to represent
business interests.

WIA Overview
The law directs state Governors to Establish and
appoint the members of a statewide partnership to
assist in the development of the state
plan. Directs state governors to designate local
workforce investment areas in accordance with
specified requirements. The law also requires
that local workforce investment boards, and youth
Councils within such boards, be established in
each local area of a state. (Source

significant authority reserved for the Governor
and chief elected officials, to build on existing
reforms in order to implement innovative and
comprehensive workforce investment systems
tailored to meet the needs of the local and
regional labor markets.

Local Workforce Board
  • Specific functions are found in WIA Section
    117(d), 117 (h)(4), and CFR 661.305
  • Responsible for fiscal and programmatic
    accountability of the youth program (CFR
    664.110)
  • May delegate it authority to the youth council
    recognizing their expertise in youth programming
    (CFR 664.110).

Local Workforce Board
Local Boards must ensure that parents, youth
participants, and other members of the community
with experience relating to youth programs are
involved in both the design and implementation of
its youth programs CFR664.200 (f).

    voting members of LWIB
