    required to get alternative sourcing approval

  • At the organization headquarters level
  • An alternative sourcing champion should be
    identified by the organization head. The champion
    should
  • Set overall organization goals for alternative
    sourcing, provide clarification about the
    strategy, and support managers that execute the
    competitions
  • Place alternative sourcing the context of the
    agencys HR strategy and improved financial
    systems.
  • Set standards for data collection and serve as a
    point to roll up data from the project level
    about the outcomes of such competitions, this
    data should be published widely.
  • Capture lessons learned from the competitions and
    develop standard procedures and methods for
    future competitions
  • Communicate to OMB and Congress the outcomes of
    alternative sourcing.

  • Managers should be empowered to implement
    alternative sourcing options in the following
    ways. The champion should
  • Train them about the pros and cons of each
    alternative sourcing option and how they can use
    them to achieve better results (cost savings and
    higher performance)
  • Institute channels where the managers can
    collaborate with headquarters to develop
    performance outcomes
  • Provide them with a mandate to change the as is
    way of doing business
  • Provide them with leading practices on developing
    business case analysis, change management and
    communications plan.
  • Authorize them to collect data about current
    costs, cost savings, and performance. Estimate
    when necessary.
  • Empower them to purchase ideas from competing
    proposals a la carte
