6Social Development Model
- Despite having adopted a developmental approach
to service delivery, the focus over the last
decade has been predominantly on Social Security. - This was to the detriment of other developmental
social services - The social sector is being called upon to give
account of what it does and provincial
departments of social development in particular
are challenged by how they reposition themselves
once Social Security is autonomous

10Model for Service Delivery
- Decentralization has been adopted as one of the
key transformation strategies of the Department - Previously, the Department consisted of a Head
Office, and ten decentralised service offices,
responsible for service delivery. - Regional offices the focus of social service
delivery and will be developed into fully
operational cost centres - Decentralising decision-making and resources to
district office level is regarded as critical to
manage current inequalities and the
redistribution of services in a sustainable
manner

12Partnerships and Alliances
- Historically social welfare services in South
Africa have been rendered through both Government
and civil society organizations. - Government acknowledges that many formal
organisations have the skills, expertise,
infrastructure and other resources that could
contribute to reconstruction, development and the
provision of service. - NPOs are a vital community resource providing
services at community level. Community based and
emerging organisations are often best place and
have the potential to render services to the
marginalized poor and especially rural
communities - The Department and the NPOs and FBOs are not
the only role players within Social Delivery
