Title: GAUTENG DEPARTMENT OF SOCIAL DEVELOPMENT

1
GAUTENG DEPARTMENT OF SOCIAL DEVELOPMENT
2
Vision Mission
  • Vision A caring and integrated social
    development system that facilitates human
development and improves the quality of life for
    the people of Gauteng
  • Mission To play a leading role in social
    empowerment, social integration and social
protection of poor and vulnerable individuals,
    families and communities of Gauteng

3
Values
  • Acknowledging the leadership and catalyst role
government has to play in ensuring socio-economic
    transformation
  • Recognizing and identifying the specific and
complementary roles of each sector of society and
    each sphere of government including
    accountability and transparency
  • Fulfilling our constitutional obligation to
provide for the rights and needs of all citizens
within a human rights context and framework

4
Values (cont)
  • Developing an economic approach that concurrently
addresses issues of sustained economic growth,
reduction of poverty, unemployment and creation
of jobs, i.e. issues of both the first and second
economy, as part of an intrinsic whole
  • Meeting our national and international
obligations, and contributing to national and
international commitments to reduce poverty and
unemployment, such as the UN Charter on Human
Rights, WSSD, Agenda 21, and others.

5
Values (Cont)
  • Other core values important to the developmental
    approach are
  • Acknowledgement and respect for peoples
    potential to develop and grow
  • Recognition of the rights of all to participate
in their own development and decision-making, and
being accountable for their own lives
  • A commitment to facilitate social processes that
    build effective relationships, healthy
    organisations and communities.

6
Social Development Model
  • Despite having adopted a developmental approach
to service delivery, the focus over the last
decade has been predominantly on Social Security.
  • This was to the detriment of other developmental
    social services
  • The social sector is being called upon to give
account of what it does and provincial
departments of social development in particular
are challenged by how they reposition themselves
    once Social Security is autonomous

7
Social Development Model
8
Developmental Challenges
  • There is a general consensus within the province
that the developmental challenges facing the
    province are as follows
  • Lack of social cohesion
  • High levels of unemployment
  • High Rate of Poverty
  • Income inequality, especially at lower levels
  • High crime rate

9
Developmental Challenges (Cont)
  • Early school leaving rate/drop-out rate
  • Disintegration of family units
  • High numbers of children living and working in
    the streets
  • Child abuse with increase in sexual abuse and
    child trafficking
  • High level of substance abuse, dependency and
    trafficking
  • HIV and AIDS
  • Mainstreaming people with disabilities
  • Care of older persons

10
Model for Service Delivery
  • Decentralization has been adopted as one of the
key transformation strategies of the Department
  • Previously, the Department consisted of a Head
Office, and ten decentralised service offices,
    responsible for service delivery.
  • Regional offices the focus of social service
delivery and will be developed into fully
    operational cost centres
  • Decentralising decision-making and resources to
district office level is regarded as critical to
    manage current inequalities and the
redistribution of services in a sustainable
    manner

Partnerships and Alliances
  • Historically social welfare services in South
Africa have been rendered through both Government
    and civil society organizations.
  • Government acknowledges that many formal
    organisations have the skills, expertise,
infrastructure and other resources that could
contribute to reconstruction, development and the
    provision of service.
  • NPOs are a vital community resource providing
services at community level. Community based and
emerging organisations are often best place and
have the potential to render services to the
    marginalized poor and especially rural
    communities
  • The Department and the NPOs and FBOs are not
the only role players within Social Delivery
    arena

13
Partnerships and Alliances
14
Partnerships and Alliances
  • The challenge for the Department is the
development and implementation of a Costing Model
for NPO services which will feed into the
    budgeting process of the Department
  • NPOs rendering services in all areas have a need
    for capacity building in
  • Financial Management
  • Project Management
  • HR Management
  • Monitoring and Evaluation
  • The Department does not have the competency to
    provide this capacity building
  • Departmental Regional Offices do not have
capacity (HR and Skills) to monitor and evaluate
    funded developmental services and provide
    guidance to NPOs.
