NOTE TEMAC member comment - still not clear as
to the intended target audience.
Several modules are extremely detailed, perhaps
too much so for the general acquisition
community.
4EXISTING PERCEPTIONS
1. PMs distrust TE community/and
vice-versa. 2. Policeman vs. Acquisition
Partner (evaluation). 3. To PMs, IOTE is THE
test. 4. PMs must incorporate proper
balance. 5. ATEC holds back TE info and
plans. 6. Evaluator does not understand
system being evaluated. 7. TE personnel
turnover very disruptive 8. TEMPs do not
address evaluation. 9. Evaluation and testing
are becoming increasingly complex. 10. TE
execution planning becomes more efficient with
less oversight. 11. Evaluators place too much
emphasis on a single test event. 12.
Acquisition Streamlining only benefits a small
of programs. 13. Software Blocking should
improve TE/PM relationship.
among MDA, PEO, TE, ILS, RAM, etc

6Interrelationships - A Perspective
TEAMS
7Feedback from aPM 401 Student
TE Practical Exercises. There were many other
cases where interface and interaction with OTE
were one of the key events. I was pleased with
the TE aspects of this case. We dealt head-on
with the TE issue (TE is always an issue) but
without any of the usual worst case stuff TE
as the embodiment of evil or ignore TE. I
thought the discussions were balanced and
reasoned. Bottom Line. I was impressed by how
non-impassioned my classmates were about TE. I
dont know if the TE community realizes how much
the PM community is willing to work with others,
so long as they dont get sandbagged at the last
minute or asked to test things that are beyond
their program resource scope.
