'Subject Information needed for IDSE - Hello,
- I am hoping we are making progress on our
electronic communications, as this will be our
best, quickest way to plan and keep track for
IDSE. - Below is a listing of the things we could use to
make progress on IDSE Plans. If you can please
send them at your earliest convenience that would
be very helpful. - Copies mailed to me would be great. Â And,
anything you can readily send via email will be
great too. - Here is a summary of what we are needing.
- Copies of MORs for June October 2005
- List of compliance  bacteriological sites  with
addresses - Copies of bacteriological  (coliform) results
from June-October 2005with chlorine residuals. - Additional addresses in the system with typical
chlorine residuals. - Master metering points for purchased water
- locations (names of meter sites or areas, and
from whom is water purchased) - approximate addresses
- typical amounts of water purchased per month.
- List of distribution Storage tank sites (with
approximate addresses) - List of distribution booster or PRV sites (with
approximate addresses) - List of pressure zones with location descriptions
- Brief description of areas where you believe you
encounter your oldest water and why - Brief description of planned changes in
distribution system, how will they change flow or
water age in areas of the system, when will they
occur.
4Putting together an IDSE
- Use all available information to select
and justify
sitesmay need to collect more information. - Review and agree upon planning reporting
timelines - Determine/set up lab mapping and budgetary and
staffing resources ALL OPTIONS INVOLVE SOME DBP
SAMPLING. - Assemble and analyze data and system information
Start building maps and SMP schematic form
(with site justifications) - Mapping data using geocoding can be helpful in
site selection. - Document locations and directions for samplers
- Do chlorine testing at sites, etc.
- Trial run and keeping track till IDSE testing
starts - Establish maximum DBP month
- Set Sampling Schedules
- Finalize Plan (Review with State if possible
before submittal) - Submit IDSE Plan and follow through on
it--documentation

5Start with distribution and road maps
- Detailed distribution maps road maps
- System operations knowledge
- Model outputs if available
- Overlay with compliance and other data
note this is a real road-map used for background
in these mapping illustrations only. This in no
way represents an actual system for IDSE plan or
an actual system. Other maps such as detailed
distribution maps will typically be used for
initial site locations and then converted to
simpler system schematics for final plan
submittals. All IDSE plans (forms and
schematics) are accessible to the general public
via Freedom of Information requests so detailed
water distribtion maps should not be shown on the
final schematics.

7Forms
- EPA formsfrom guidance manual or online
- Review the regs and guidance to verify
requirements
8What did I do to select these new sites?
- What are the regulation requirements?
- What is reasonable and available?
- Is additional data or explanation needed?
- If yes, what?
9Site justifications
- Meet regulatory requirements
- Properly coded and explained.
- Codes must match schematic
10 Sampling schedules
- According to regulatory requirements
- Feasible for lab sampling staff and utility
operations - Tracking and documentation
11 Stage 1 compliance
- Stage 1 sampling compliance continues!!
- Keeping this sampling reporting a priority
- All data (ISDE and Stage 1 to be included in CCR
tabulations
12IDSE schematics
- Meets regulatory requirements passes approvals
- Leave off security-sensitive information
- Not as easy as it sounds
- Start complex end up simple

14Stage 2 Compliance
- Will my system meet new LRAA MCLs at all sites?
If yesgreat! - If not, get ready to make changes.
- Assess all source and operational options
- If you are the supplier, what changes can you
make? - If you purchase water, what are changes are your
suppliers planning? - Do you have an option to use other sources?
- What can be done to minimize distribution
retention time? - Tank operations, re-routing water flows, routine
flushing - Is conversion to chloramines an option?
- If yes, do it right with proper ammonia
application/set-up testing, employee training,
customers informed and nitrification
monitoring/control program up front. - Remember to consider other concerns key such as
maintaining disinfection and corrosion control.
