Fugitive Dust ProjectPhase One
  • The WRAP Emissions Forum contracted with a team
    of contractors lead by ENVIRON to produce
    regional PM10 and PM2.5 emissions inventories for
    wind blown dust from vacant lands by employing an
    empirical methodology.
  • These inventories are required by 309 of the
    Regional Haze Rule and will be used in air
    quality models as the basis for tracking progress
    in achieving the visibility goals under this rule.

  • The original project, Determining Fugitive Dust
    Emissions from Wind Erosion, had two goals
  • to develop a general methodology, i.e., The
    MacDougall Method, and program code for
    estimating fugitive dust emissions from wind
    erosion and,
  • to develop a PM2.5 and PM10 emissions inventories
    for the WRAP region modeling domain for 1996.
  • The initial application of the methodology and
    the resulting products were to be treated as
    starting point with an expectation of making
    refinements.

  • Previous efforts related to this project were
    under the purview of the Emissions Forum
    however, all future work will be the
    responsibility of the Dust Emissions Joint Forum.
  • The objective of the follow on project
  • Improve upon the initial work by applying the
    methodology with data that is more up to date and
    at a higher resolution.
  • Assess model results based on adjustments to the
    modeling settings to determine if significant
    improvements can be achieved through global
    fine-tuning.

  • This project will result in updated EIs for PM10
    and PM2.5 for the WESTERN REGION.
  • Additionally, the model should be applied to high
    impact days (20 worst days), to determine the
    scope of applicationmonitoring emissions to
    determine what control strategies should be
    applied, when the control strategies should be
    applied, and the impact of such control
    strategies.

  • The goal of the project is to improve upon the
    original project, Determining Fugitive Dust
    Emissions from Wind Erosion (AKA, The
    MacDougall Method), and to produce revised PM10
    and PM2.5 emission inventories for fugitive dust
    from wind erosion of vacant land based on wind
    tunnel studies.

  • The geographic area for this project is the
    WESTERN REGION, which is identical to phase one.

Specifications
  • Apply calendar year 2002 meteorological
    hour-by-hour data at 12km X 12km resolution.
  • Apply more current land-use data at 12km X 12km
    resolution, based on 1km X 1km resolution data.
  • Run Community Multi-scale Air Quality (CMAQ) with
    chemistry turned off.
  • CMAQ will determine mixing height based MM5
    input.
  • Emissions will be calculated in the first
    boundary layer.
  • Inventories will be generated for the WESTERN
    REGION, which shall match the original project.

  • Specific objectives include the following
  • To demonstrate the Empirical Method for
    Determining Fugitive Dust Emissions from Wind
    Erosion of Vacant Land.
  • Ensure that the PM10 and PM2.5 emission
    inventories are developed using hour-by-hour
    meteorological data at 12km X 12km resolution for
    the WESTERN REGION.
  • Ensure that the PM10 and PM2.5 emission
    inventories are developed using a more current
    land-use dataset at 12km X 12km resolution for
    the WESTERN REGION.

  • Produce a PM10 emission inventory for the WESTERN
    REGION for calendar year 2002.
  • Produce a PM2.5 emission inventory for the
    WESTERN REGION for calendar year 2002.

    high impact days, during calendar year 2002.
