2ELRCTHREE-YEAR STRATEGIC PLAN FOR THE FINANCIAL
YEARS 2007 TO 2010
- Based on Levy Increase Secured from 1 July 2007
3INTRODUCTION
- The function of the ELRC is to impartially
facilitate the promotion of labour peace within
the public education sector. - The ELRC provides an independent forum for the
resolution of disputes. - The ELRC provides a forum for government, as
employer, and labour to bargain and consult on
matters of mutual interest. - The ELRC also engages in training and development
and research on various issues in public
education.
4INTRODUCTION
- The sole source of income is the levy collected
from the employer and employees (equal amounts on
both sides). - The parties to the ELRC have all agreed, in
principle to increasing the levy from R1.50 to R5
on either side. - It is anticipated that the levy increase would be
effected from 1st July 2007.

- The levy increase enables the ELRC to provide the
