• The term multi-choke fairness control message
  (MC-FCM) shall be changed to rate reporting
  message (RRM) to more accurately reflect that it
  does not participate in the fairness algorithm.
  The term single-choke fairness control message
  (SC-FCM) shall be changed to fairness control
  message (FCM) to reflect that this is the only
  type of control message participating in the
  fairness algorithm.

• Material related to the generation and processing
  of the MC-FCM (or RRM if it is so renamed), shall
  be placed in a distinct clause of the standard
  titled, Reporting rates and congestion to
  clients (or rate reporting). This simplifies
  the specification of both fairness and rate
  reporting, and avoids the confusion of placing
  distinct functions within the same clause.
