Importance to think the rationales

• To Persuade critical people (politicians,
  bureaucrats, some of citizens, and Shubber) -gt
  start new projects, get money
• To Be confident in the significance of the
  projects, To be logical
• 3 different ways to achieve the projects
• If you cant find enough reasons, stop your
  project, or continue telling a lie to your
  citizens

Methodology

• Make a list collecting exhaustively all
  rationales why we should develop manned space,
  and categorizing them, focusing on manned space
  flight lead by government)
• Private manned space flight is next focus (F/W)
• Collecting Info with various viewpoints from
  delegates (Questionnaires)
• Evaluate whether the rationales are logical
  enough or not by debating and researching (F/W)
• To persuade others, I want --- is not enough
  logical. We need rationale We should ---. They
  are different.
