Economy

• We are part of a global economy, BUT need to
  recognise links with adjoining regions
• Growth will occur - plan for the long term but
  review regularly
• Address disparities within the region - raise GDP
  per head through smart growth dont undermine
  growth areas in the east
• Address the barriers to delivery skills,
  infrastructure, the London effect

Housing

• Do we plan to meet for needs or aspirations?
• Differentiate between social housing and wider
  affordability issues (sub-regional differences
  targets at sub-regional level)
• Implementation new LA powers to support
  delivery
• to unlock land banks held by developers
• to specify size/type/adaptability
• to allow public land to be made available below
  market price
• replacement for S106

Transport

• Transport capacity one of the factors in deciding
  spatial distribution
• Infrastructure provision upfront critical to
  delivery and spreading of benefits to wider
  community
• Capital investment remains important BUT also a
  need for greater emphasis on revenue investment
• Break the London-centric focus

Transport

• Bus/Coach does offer genuine potential raise
  the standard (quality, service, frequency)
• Take services to people concentrate services
  and provide the links required to provide the
  access
• Provide a framework for flexible/community
  transport

Social

• Existing (local) strategies good starting point
  avoid duplication
• Provide local infrastructure up front
  inconsistent message from Government departments
  (centralisation of health services)
• Allow for social infrastructure requirements
  within new developments (strategic release of
  land, cumulative need)
• Must secure longer-term funding but dont over
  rely on developer contributions
• Security of the community is important

Natural Resources

• We are a neighbour to the rest of the World our
  decisions affect others consideration of natural
  resources across regional boundaries
• Balance between water needs and supplies better
  understanding of the implications better water
  management
• Enhance what we have rather than try to recreate
  environments
• Groundwater flooding as well as river flooding

Forecasts

• Broad endorsement for the use of a range of
  figures but further work need required to
  refine them to provide the justification for
  final figures
• Will the Plan be proactive or reactive to
  external factors? need for regular review
• Barker supply does have an impact but there are
  a wide range of factors that have an influence
  and these vary across the region

Spatial Options

• More needs to be done to understand the different
  nature of the issues between rural, suburban and
  urban areas
• Both West and East will need to grow, will be
  complementary as they will meet different needs
  BUT must consider carefully the issue of phasing
• Options need to take into account the wider
  issues of sustainable development urban
  intensification acceptable provided you have
  infrastructure, housing, jobs working together
