3Background on TACIS and PHARE nuclear safety
- TACIS and PHARE nuclear safety programmes,
established in 1991 focus on improvement of
safety of operating Soviet-designed NPPs through
transfer of Technology and Safety culture - TACIS and PHARE funding for nuclear safety
(1991-2003) - Total of 944 M for TACIS
- 2003 - 63 M for mainly Russia and Ukraine, to a
lesser degree Armenia and Kazakhstan, and 20 M
for NDEP/North-West Russia) - Total of 242 M for PHARE
- 2003 - 10.8 M for Bulgaria, Czech Republic,
Latvia, Lithuania, Poland, Romania,Slovakia, and
Slovenia)
4Background on TACIS and PHARE nuclear safety
- 2004 TACIS programme
- 60 M for for mainly Russia and Ukraine, to a
lesser degree Armenia, Kazakhstan, Belarus and
Georgia and - 20 M for NDEP/North-West Russia
- 2004 PHARE programme
- 8.2 M for Bulgaria and Romania
- 2004-2006 TACIS Indicative Programme
- Enhancing the Safety Culture, both at Regulator
Operator level - Addressing Issues related to nuclear waste and
spent fuel, including North-West Russia and
Chernobyl
5EC JRC support to TACIS and PHARE
- JRC is the Technical Scientific Adviser of DGs
Relex, AidCo and Elarg - In the framework of the TACIS and PHARE
programmes, DG JRC has a unique role - It provides the Directorates General of the
European Commission with the necessary technical
and scientific support on the above mentioned
programmes - Its technical advice is totally independent from
any vested or commercial interests
6EC-JRC support to TACIS and PHARE nuclear safety
- Since 1997, EC-JRC has carried out Nuclear Safety
activities in all areas of the TACIS (for DG
Relex and DG AidCo) - TACIS On-Site Assistance
- TACIS and PHARE Design Safety
- TACIS Industrial Radwaste Management,Decommission
ing and Safeguards - TACIS Safety Authorities
- As a spin-off, the JRC institutional work of
SENUF (Safety of Eastern European Nuclear
Facilities) has started as sub-project of
SAFELIFE, focused on maintenance and operational
safety
7TACIS On-Site Assistance
- Soft on-site assistance
- Organisation and management of operational safety
- Maintenance of systems and equipment
- Training and quality assurance
- Operational diagnostics, testing and monitoring
of equipment - Upgrading/replacement of systems and equipment
- Identification
- Technical Specification preparation
- Tendering and procurement
- Project follow-up
