• Reduce the percentage of students in the minimal
  level on spring 2004 MCT overall to 0
• (Spring 2003 MCT overall, minimal levels are
  2.3)
• Increase the percentage of students in proficient
  and advanced levels on spring 2004 MCT overall by
  3
• (Spring 2003 MCT overall proficient and
  advance levels are 84.9)
• Improve our mean score on 4th grade Writing
  Assessment to 2.8
