Draft Charge for First Stage

• Review the current status of the simulation of
  the performance of the proposed tracker
  geometries and recommend a common basis for the
  studies and any additional studies that should be
  done before a recommendation is made to continue
  to study one or both options
• Review the ongoing and proposed prototype efforts
  and recommend what additional prototype efforts
  should be completed before a recommendation is
  made to continue to study one or both options
• Develop a plan to get sufficient input on an
  appropriate time scale to make a recommendation
  on how the collaboration should proceed with the
  tracker development
