- What was the genesis of the program?
- In the 1960s, the Orange County Board of
Supervisors decided that the private sector,
through a competitive process, should provide
recreational activities to complement the
traditional ones provided by the County. This
would accomplish three things - Create new recreation opportunities for the
public - Limit the Countys risk, particularly in areas
where there was no County expertise (golf,
marinas, stables, etc.) - Generate revenue for the HBP or Tidelands Funds

- How does the Lease/Concession Program currently
work? - First, someone comes up with a
revenue-generating idea. - For example, expand an existing golf course on
a leasehold about to expire into newly acquired
HBP property (the triangle in Mile Square Park).

- Next, complete a Request for Proposals process
to allow fair competition for the use of public
land.

- The RFP process ends with selection of a
proposal by the County Board of Supervisors in
this case, the incumbent lessee.

- HBP staff then negotiates an option/lease
agreement with the proposer who was selected by
the County Board and the agreement is brought
back to the Board for approval.

- HBP staff works with proposer to obtain the
necessary planning, environmental and building
approvals for the project at the proposers
expense. - The County, as in this case, assists in the
defense against lawsuits.

- Finally, the project is completed at the
proposers expense (including the cost of project
over-runs) and the HBP Fund receives an
additional 1 million a year in revenue.
