Strengths
  • Common legislative basis everybody has the
    right of education and training without age
    restrictions
  • Institutional provision access of senior
    citizens to all institutions providing education
    and training
  • Comparatively high educational statute of the
    people aged 50 - the majority of them possess
    secondary and higher education degree (more than
    50)
  • Good practices (acquired as a result of
    international projects)

Weaknesses
  • Lack of institutional co-ordination
  • Uneven regional allocation of the education and
    training institutions
  • Low motivation for learning of the people aged
    50
  • Lack of popularity of the senior citizens
    education
  • Lack of flexibility
  • Lack of different learning programs designed for
    senior citizens, satisfying individual and
    non-economic needs
  • Lack of a systematic approach by the senior
    citizens guidance and consulting
  • Certain reticence of the activities and
    unsufficient information for the outcomes.

Opportunities
  • Analysing the sequences of the life-long
    learning policy for the senior citizens
  • Clarification of the role of the senoir citizens
    learning for adopting a more flexible approach by
    the transition of full-time work and the
    retirement (part-time jobs, voluntarily work,
    perods of full-time employment and off-days and
    etc)
  • Research for the relation between the activities
    of the senior citizens and their health
  • Provision of specific information and
    recomendations for activationg the senior
    citizens more free-time activities, voluntarily
    work in order to support their mental and
    physical condition

  • Neglecting from the state and the society the
    importance of the senior citizens education
  • Lack of public discussion and involvement and
    rely only on the very limited capabilities of the
    training institutions for independent actions
  • Augmentation of the restrictions due to lack of
    legislative knowledge or non-compliance with the
    law
  • Lack of a qualification system for the adults
    trainers (incl. for the senior citizens)

    communication, civic society, enterpreneurship
  • Design of the education to be more attractive
    and accessible
  • Increase the roleq the quality and the
    co-ordination of the informing and guidance
  • Involvement of the senior citizens in the
    planning and the organization of the education
  • Involvement of the media ang the public
    institutions in the activities for senior
    citizens education.

THE ROLE OF THE NAVET
  • Development of National Infomation System for
    control, co-ordination and stimulation of the
    training providers
  • Ensures public access to information for the
    licensed by the NAVET training providers
  • Develops the National Guidance Strategy
  • Keeps an open dialogue with the VET
    institutions, the social partnersq NGO-s and the
    public
  • Participates in the development and
    implementation of systems for introdusing
    european tools for validationq recognition and
    assesment of qualifications
  • Disseminates good practices in the life-long
    learning and guidance and the continious
    vocational training

NAVET - MORE ACTIVITIES FOR THE SENIOR CITIZENS
EDUCATION
  • To initiate the development of strategic
    documents for the senior citizens education
  • To focus the pulic attention on this problems
  • To use it's tripartite management and its
    contacts with the local authorities in order to
    promote the activities
  • To guide and support the providers of education
    for senior citizens
  • To disseminate the good practices.
