  councils to aspire to and achieve.
• Provides a clear process for accreditation

• Why do we need it?
• A lot is expected from our political leaders
  they bring skills, knowledge and experience but
  they also need to be invested in.
• Councils committed to meeting the needs of their
  communities need to invest in councillor
  development to enable effective engagement with
  the modernisation agenda.

• Total package Councils buy in a small team to
  set up the charter in house working within the
  council until it is ready for assessment
• Minimal package Council puts forward a
  councillor and officer to train as assessors with
  LGEM. These individuals guide their council
  until external assessment
