DON Policy

• Contractors shall provide all material required
  for the performance of contracts
• Exception when it is determined by DON that to
  furnish such material would
• achieve significant economy

• or when it is otherwise in the governments best
  interest

  commercial item as GFM requires

  the government

  MCA
• Any requisitions not validated will not be filled
• Two types of GFM Requisitions

• Generated by the government
• Preferred method of providing GFM

Procedure

• NAVICP will perform two distinct categories of
  GFM functions
• As an Inventory Control Point
• Will generate push requisitions validated by
  the program manager
• As a MCA
• Will validate MILSTRIP requisitions generated
  internally

• Will validate MILSTRIP requisitions generated by
  the contractor
• Will forward passing orders to other services

Reports

• NAVICP produces and distributes quarterly reports
  of NAVICP processed GFM requisitions to CAOs

Fraud, Waste, and Abuse

• NAVICP investigates suspicious GFM requisitions
  for possible fraud, waste and abuse and take
  appropriate action
