2Planned development of integrated township
without any burden on State/Local Self Govt.
3Genesis
- Township Policies were evolved over a decade.
- Public Housing is one of the major concerns of
policy planning. - Need to incentivise investment by private sector
in development of housing. - Government of India announced its policy to
permit 100 direct foreign investment - for development of integrated towns.
- Concept Paper on Special Townships was discussed
and widely accepted in - International Infrastructure summit in 2002
which was organised by Government - of Maharashtra in collaboration with
Maharashtra Economic Development Council. - Government of Maharashtra finally approved the
Special Township Scheme in the - year 2004.
- The idea is to promote private investment in
housing sector to facilitate housing at - reasonable prices and also to create hassle
free atmosphere. -
4Maharashtra Frame Work
- Drawing from GOIs Housing Policy 1998, GOM
started evolving frame - work under Maharashtra Regional Town Planning
(MRTP) Act, 1966 - Nov. 2002 Infra Summit by GOM and
Maharashtra Economic Dev. - Council first concept paper was presented by
Principal Secretary, Urban - Development
- 2002 2005 All stake holders (Society,
Urban Planners, Financial - Institutions, Developers, Govt. Depts.) inputs
were obtained - Nov. 2005 Special Township Policy covers
legal, policy - implementation was announced for Pune District
- 2006 2007 Township Policies for whole
state are in place
5Gist of Township Policy
- General Requirements
- Area Requirement - Unbroken, uninterrupted, not
less than 40 Ha. - (100 acres) land
- If the Developer is not the owner then,procedure
under section 20 read - with section 18 of MRTP Act, 1966 (in
Regional Plan Area) or, - procedure under Section 37 of MRTP Act 1966(in
Planning Authority Area) - Change of land use not required if the proposal
submitted by the land - owners themselves or by developer who holds
the right to develop the - land
- Infrastructure Facilities To be provided and
maintained by the Developer. - Water Supply Developer has to provide 140 ltrs
per capita per day water. - Drainage and Garbage Disposal Eco friendly
arrangements. - Power Developer shall ensure continuous
quality power supply - Environment No damage to ecology, no
topographical changes.
6Planning Considerations Township Project
has to be an Integrated Township Project.
Provide land for Residential, Commercial,
Educational, Amenity space,
Health facilities, Parks, Gardens and Play
grounds, Public
utilities
7- General Norms of Different Land Uses
- Residential Total 60 of the area, 10 of
which should be 40 - sq.mtrs. tenements.
- Commercial Properly distributed in
hierarchical manner. - Educational Comprehensive, primary to
secondary educational - facilities as per prevailing planning
standards. - Amenity Space Total 5 of gross area, evenly
placed for all amenities - Health facilities - Area allocation for primary
health facilities as per - prevailing standards.
- Parks, Gardens Playgrounds Provide at least
20 of the total area. - Public Utilities Appropriate area location for
all public utilities. - Transport Communication Proper road network
as per standard road - widths. Approach road should not be less than
18 Mtrs. internal road - width of min. 9 mtrs.
- Service Industries other than residential use
also be earmarked - However the prominent land use shall be
residential.

Land Act - Condition of agriculturist removed.
- Ceiling of Agriculture land Exempted

Regulation) Act, 1976 Exempted - Scrutiny Fee Partially exempted
- Floating FSI There will be floating FSI in the
township. Unused FSI - of one plot can be used anywhere in the whole
township - Development charges 50 of normal.

- FSI 1.0 Global
- Residential Zone 1.0
- Agriculture / No Development Zone 0.5 with 50
open area. - Additional 0.5 FSI permissible in Agri./ NDZ,
subject to payment of - premium at the rate of Rs. 500/- per Sq.Ft. or
Ready Recknor (Whichever is max.) is
under consideration of Govt. - Township project require submission to Collector
/ Town Planning - DC rules normally applicable to A Class
municipal council will be - applicable township.
- Proposed construction in the scheme are as per
norms of ISI, for - resistance of earth quake, fire safety
natural calamities. - Residential zone Agriculture/ NDZ trees at the
rate of min.150 - max.400 trees per ha.respectively planted and
maintained by developer.
10Major Clearances Required
11Gist of Township Policy
- Once the Proposal for special Township submitted
to Govt., - no further change of zone shall be allowed.
- Developer firstly to provide for basic
infrastructure without which - no permission for sale of plot/ flat shall be
allowed. -
12Gist of Township Policy
- Implementation and Completion
- To be completed in 10 years from the date of
final sanction. - Occupation Certificate by Collector under advise
from Branch - Officer, Town Planning, MPCB, Fire Officer,
Structural - Consultant, Architect, Town planner/ Concerned
Local Authority. - Interpretation
- Any dispute to be referred to the State Govt.,
where decision - is final and binding.
