As defined by AEA 267 Educational Services...   
    "Technical Assistance is external
collaborators providing timely, differentiated
support and guidance to LEAs for the purpose of
building internal capactiy and empowerment.  The
technical assistance continuum might include
actions as finite as modeling a specific
instructional strategy to actions as generalized
as supporting continuous improvement efforts,
such as needs assessment and data analysis."
