Project components

EU Commission demands in letter of 2 February 2006
  • The area designated as NVZ should be enlarged and
    include at least the rivers flooding out into the
    Baltic Sea (Lielupe and Daugava) as well as areas
    drained to rivers with above 50 mg nitrate/l.
    Practically this means that the European
    Commission request that all Latvia is designated
    as NVZ.
  • The winter period where it is prohibited to
    spread manure shall be extended in the autumn.
  • The rules does not include a manure standard
    whereby farmers can calculate necessary storage
    capacity.
  • The rules do not include provisions on
    construction, quality and design of manure
    stores.
  • It shall be ensured that crops fertilising is
    limited to the needs.
  • It is irrelevant (for the Nitrate Directive) with
    norms for application of mineral fertilisers the
    norms must describe the crops needs for plant
    nutrients (specifically nitrogen) in general.
  • There is a need to legalise the calculation
    methodology for animal units.
