- WPC Summary Results
- Relies heavily upon skill of the craft without
having adequate mechanisms to assure that
individuals relied upon to make key decisions are
competent commensurate with responsibilities - Limited or no instruction on how to screen for
skill of the craft, how to conduct a walk-down or
job review or how to conduct a pre or post job
brief - The WPC training and qualifications did not
ensure that competence is commensurate with
responsibilities - The WPC subject area requirements allowed for
work control managers/coordinators to screen out
the need for formal work planning without first
analyzing the hazards of the proposed scope

6Defining the Work Planning Level
- Categorized work into Low, Moderate or High
Hazard jobs - Three factors must be analyzed when categorizing
work requests - Environment, Safety, Security Health (ESSH)
hazards - Complexity/Uncertainty (e.g., 5 or more major
tasks/activities, infrequently done, person not
experienced) - Work Coordination (e.g., multiple support
operational organizations, sequence with other
work requests) - Low ESSH Risk, Complexity and Coordination can
be planned as Worker Planned Work - Moderate or High Hazard can be planned as
Prescribed or Permit Planned Work
7Three-Tiered Work Planning
- Worker Planned Work relies upon the skill
levels and capabilities of crafts, technicians,
and scientist to recognize hazards and implement
appropriate controls for low risk work. - Line management Responsibility document worker
skill level through Job Training Assessments
(JTAs), Job Risk Assessments (JRAs),
Qualification Matrices or Letters to file,
training records from other sites or through
level of expertise (certification, degree,
license, etc) - The worker (technician, operator, scientist)
plans the work, identifies hazards and
appropriate controls - Worker Pre- job briefings

- Prescribed Work relies on a formal set of
instructions or guidelines - Supervisor or Lead Reviewer
- Verifies the prescribed work document accurately
addresses the work to be performed - Verifies hazard control methods are based on
hierarchy of controls - Verifies training requirements, hazards and
controls necessary to prevent accidents,
injuries, environment property damage - Concludes the work is adequately planned and
appropriate hazard controls are in place and
addressed by the prescribed work document

Safety Reviews) - Uses a formal work permit
- Requires a walk down of the job site (ESH
professionals, workers) - A detailed work plan is required
