Current Security Environment

• Nature of the threat to the APEC region
• Under an ongoing heightened threat level
• Probability of prior warning of attack is low
• Terrorists and criminals are very professional in
  their approach and capacity
• Terrorism focus is on mass casualties
• Potential for catastrophic and traumatic
  consequences with a loss of confidence in the
  transport we use for trade and travel

What is the Australian Security Environment?

• General threat for Australia, and Australian
  interests overseas, remain at heightened levels -
  medium when it was once very low
• We are a named target.

How do we Respond to this Security Environment?

• Mitigation strategy
• Preparedness is critical
• Protective security must be linked with response
  capabilities
• Aviation personnel and their customers must be
  security aware
• Create an environment hostile to terrorist
  activity by the capacity to identify and resolve
  suspicious activity

The Risk Context Statement initiative

• A strategic sectoral document that draws on
  National Security Threat Assessments and Criminal
  Assessments to inform industry of the current
  threat environment.
• Once the threat environment is determined, the
  risk context can be described.
• The risk context provides the parameters in which
  operators can identify the risks specific to
  their own operations.
